IN THE MATTER OF
ESTABLISHMENT OF
PONDEROSA STREET 8
GRANITE DRIVE:
The Commission, on July 7, 1971, held a Hearing and beings there were
no objections nor remonstrances, did Order and Decree that Ponderosa Street
& Granite Drive be established as follows, to -wit:
A parcel of land lying in the Southeast Quarter of the Southeast
of Section 18 AND the Northeast quarter of the Northeast quarter
of Section 19, Township 18 South, Range 12 east, W.M., said
parcel being 30 feet on either side of a center line described as
follows:
Beginning at a point on the Westerly right-of-way line of the Dalles-
California Highway at engineering station #135. + 86.65, whence the
Southeast corner of said Section 18 bears North 650 50' 39" East,
135.43 feet; thence North 700 09' 22" West, 91.69 feet; thence around
a 350 foot radius curve right, 248.76 feet, (long chord bears North
490 47' 42" West, 243.56 feet); thence North 29° 26' 02" West,
43.40 feet; thence around a 350 foot radius curve left, 353.54 feet,
(Long chord bears North 580 22' 17" West, 338.70 feet); thence North
870 18' 32" West 146.41 feet; thence around a 36.45 foot radius
curve left, 50.51 feet (long chord bears North 470 36' 47" West,
46.56 feet); thence North 07° 55' 02" West 693.92 feet, more or less,
to the North line of Lot 4, Waywest properties, as known. Platted
and filed with the Deschutes County Clerk.
It is further ordered that the Deschutes County Surveyor shall file a
plat of said road, as surveyed on the ground, with the road records of Des-
chutes County.
This Order Establishing shall supercede the order signed by the Board
of County Commissioners February 8, 1971.
IN THE MATTER OF
APPOINTMENT:
At this time the Commission appointed Jack DeFoe to the Planning Commis-
sion for a 4 -year term expiring July I, 1975.
IN THE MATTER OF
MARINE BOARD:
At this time the Commission advised the State Marine Board that it is
the intent of Deschutes County thru the Sheriff's Department to continue the
Marine Patrol as in the past. Deschutes County uses its entire boat license
revenue for marine patrol on the lakes of Deschutes County.

At this time the Commission executed the following Deeds for county -
owned lands:
Deschutes County to Eldon R. Branch and/or Doris E. Branch: the NW4SW4
Sec. 12, Township 16 S., Range 12 E.,W.M. (less the northerly 50' for road
purposes) for the sum of $11,550.00.
Deschutes County to P. W. Chase & Josephine G. Chase: the NW4NE4 Sec.
28, Township 16 S., Range II E.,W.M. (less the northerly 30' for road purposes)
for the sum of $13,700.00.
Deschutes County to Robert L. & Joyce E. Coats: the SW4SE4 Sec. II,
Township 17 S., Range 11 E.,W.M. Reserving unto Deschutes County all mineral
and gravel rights pending the adoption of zoning of the lands. For the sum of
$21,000.00.
Deschutes County to M.R.S. Company, Inc.: the SE4NW4 Sec. 14, Township
17 S., Range II E.,W.M. (less easterly 60' of the NE4 for road purposes).
Reserving unto Deschutes County all mineral and gravel rights pending the
adoption of zoning of the lands. For the sum of $16,500.00.
Deschutes County to M.R.S Company, Inc.: the NW4NE4 Sec. 14, Township
17 S., Range 11 E.,W.M. (less the easterly 20' for road purposes). Reserving
unto Deschutes County all mineral and gravel rights pending the adoption of
zoning of the lands. For the sum of $24,500.00.
Deschutes County to M.R.S. Company, Inc.: the NE4NW4 Sec. 14, Township
17 S., Range II E.,W.M. For the sum of $15,000.00.
Deschutes County to Edward M. Thurston & Mrs. Ruth H. Thurston: the
NE4SW4 Sec. 32, Township 14 S., Range II E.,W.M. for the sum of $8,200.00.
IN THE MATTER OF
BARGAIN AND SALE DEED:
At this time Deschutes County conveyed to the City of Redmond certain
real property described as:
Lots 31,32,33, South Moreland Acres, located at 17th and Kalama,
City of Redmond.
so long as said property is used for public purposes. When said property is
no longer so used, the interest of the grantee, his heirs or assigns shall
automatically terminate.
IN THE MATTER OF LEASE AGREEMENT
WITH CAMP FREEDOM, INC.:
At this time the Commission entered into a Lease Agreement with Camp
Freedom, Inc. for the following described premises, to -wit:'
Lot One (1), Block Five (5), Hastings Addition, County of Des-
chutes, State of Oregon, according to the official plat on file
thereof.
The term shall be for ninety-nine years commencing on the Ist day of
July, 1971, for a rental amount of One Dollar per year.
IN THE MATTER OF
SALARY FOR CARETAKERS:
At this time the Commission ordered the Deschutes County Clerk to place
John Conway, John Ball, Omer Shelby, Emerson Whitney, and Robert Carmon on the
payroll of the Solid Waste Fund as Caretakers at a salary of $171.23 per month
effective July 1, 1971. This order rescinds all previous orders.
IN THE MATTER OF
TRANSFER OF FUNDS:
At this time the Commission ordered the Deschutes County Treasurer to
transfer $30,946.00 from the Road Fund to the General Fund for the following
purposes:

IN THE MATTER OF
TRANSFER OF FUNDS:
At this time the Commission ordered the Deschutes County Treasurer to
distribute to the various taxing districts any balance in the Land Sale Fund
as of June 30, 1971.
IN THE MATTER OF
TRANSFER OF FUNDS:
At this time the Commission ordered the Deschutes County Treasurer to
close out the County Rental Improvement Fund as of June 30, 1971, and transfer
any balance to the General Fund. All future revenues to go into the General
Fund.
IN THE MATTER OF
PERSONNEL ACTION:
At this time the Commission approved the request of Charles Plummer to
place Jane McVay on the Road Department payroll as secretary at a salary of
$425.00 per month effective July 19, 1971.
At this time the Commission noted the termination of services of Linda
Davis as part-time secretary in the Juvenile Department effective July 16,
1971.
At this time the Commission approved the request of Judge Thalhofer to
place Linda Davis on the payroll for District Court as secretary at $385.00
per month effective July 19, 1971.
IN THE MATTER OF
PERMITS GRANTED:
At this time the Commission granted the following permits: #78336,
and #78378 to Pacific Northwest Bell to construct buried cable on or across
Deschutes County right-of-way.
IN THE MATTER OF
MOVING A BUILDING:
At this time the Commission granted a permit to C. E. Painter to move
a buidding on or across Deschutes County right-of-way.
IN THE MATTER OF
CONSTRUCTING AN ACCESS:
At this time the Commission granted a permit to Harold C. Rogers to
construct an access on or across Deschutes County right-of-way.
IN THE MATTER OF
PBX SYSTEM:
At this time the Commission authorized Pete Anderson, Communications
Consultant, Pacific Northwest Bell, to proceed with the installation of the
courthouse PBX system along the lines discussed last spring.
IN THE MATTER OF PERMISSION TO
DISPOSE OF MISC. ITEMS BY ROAD DEPT.
At this time the Commission granted permission to the Roadmaster to
dispose of several old wooden boats stored in the Railroad Storage Yard.
Also some old records, invoices, and pay records dating back into the early
1920's.

FOR COUNTY EXTENSION SERVICE:
At this time the Commission certified the appropriation of $16,443.00
for the use of the County Extension Service for the fiscal year 1971-72.
IN THE MATTER OF AGREEMENT
FOR Ilth JUDICIAL DISTRICT:
Agreement made this Ist day of July, 1971, between the Counties compris-
ing the Ilth Judicial District, Circuit Court of the State of Oregon, to -wit:
Deschutes, Crook Jefferson, Grant, Gilliam and Wheeler. The Counties shall
share the budgeted expenses for the Circuit Court, Ilth Judicial District
for the fiscal year 1971-72 exclusive of those costs budgeted for Capital
expenditures, Juvenile, Probate and Conciliation services.
There being no further business, Commission session was adjourned.
