Seconded by G. W. McCann. Commissioner Schinkel accepted the nomination and will be Chairman of the Board of Commissioners for 1971. IN THE MATTER OF VACATION OF A STREET IN WAY WEST: The Commission, on January 6, 1971, held a Hearing on its intention of a vacation of a portion of Lodgepole Drive in Way West, as recorded and on file in the Deschutes County Clerk's Office. It is hereby ordered that the portion of Lodgepole Drive from the south line of Ponderosa Street and Ponderosa Street from the west line of Lodgepole Drive to the south section line of Way West in Deschutes County, Oregon, shall be and the same is hereby vacated as there were no objections at said Hearing. VEIL 14 ?AI;L.�,lt IN THE MATTER OF DELEGATE FOR DESCHUTES COUNTY COORDINATING COMMITTEE: At this time G. W. McCann was appointed as delegate to the Deschutes County Coordinating Committee. IN THE MATTER OF APPOINTMENTS FOR 1971: At this time the Commission designated and appointed: Charles L. Plummer as Deschutes County Roadmaster for 1971; Lester Houk as Director of Emergency Services for 1971; Hobart Starr as Veterans Service Officer for 1971; Elsie Holechek as Deschutes County Repres. for Abundant Foods for 1971; IN THE MATTER OF DESIGNATION OF NEWSPAPERS FOR 1971: At this time the Commission designated the Redmond Spokesman and Bend Bulletin as official newspapers for Deschutes County for 1971. IN THE MATTER OF MEDICAL INVESTIGATOR: At this time the Commission approved the appointment of Dr. David S. Spence as Medical Investigator for Deschutes County. IN THE MATTER OF AGREEMENT FOR BRIDGE CONSTRUCTION ON LAMBERT ROAD: At this time the Commission entered into an agreement with the State Highway Dept. for the construction of the N. Unit Main Canal Bridge on Lambert Road. (Agreement attached) IN THE MATTER OF RESALE OF COUNTY -OWNED PROPERTY: WHEREAS, Deschutes County, Oregon is the owner of the real property described (see attached) and the Board of County Commissioners deems it for the best interest of said County to sell this real property: THEREFORE, BE IT ORDERED, That the Sheriff be and he hereby is, authorized and directed to prepare Land Sale No. 304 to sell the real property in the manner provided by law for not less than the minimum price set opposite each tract, plus cost of advertising and recording the deed. IN THE MATTER OF 1971 JURY: At this time the Commission began drawing the names for the 1971 Jury list. IN THE MATTER OF APPOINTMENTS TO BOARDS: At this time the Commission appointed Dorothy Smead to the Deschutes County Fair Board. Priday Holmes and Lowell Hirtzel were reappointed. All three will serve 3 -year terms expiring January I, 1974. mm Gilbert Helling was appointed to fill Hollowell on the Budget Advisory Board. Joe Peden was appointed as the Board to the Board of Equalization. IN THE MATTER OF ATTENDANCE: VOL 14 p F T5 the unexpired term of Al of Commission representative The Commission noted that those present at the morning session were: Charles Plummer, Slim Hein, Bill Bowers, Dave Swan, John Sullivan, Frances Greenlee, and Newel Baker. IN THE MATTER OF CURTAILING OF ROAD EXPENDITURES: At this time the Commission noted there will be a reduction in revenues coming to the Deschutes County Road Department from forest receipts. It is hereby ordered that the Roadmaster reduce his working force, that the weed control program be eliminated. It is further ordered that the road program for the next fiscal year shall not include any new construction, and all road maintenance, bridge construction and snow removal be confined to roads duly resolutioned and accepted into the county road system. IN THE MATTER OF REFUND OF TAXES: X At this time the Commission ordered F. C. Sholes, Tax Collector, to make the following refund of taxes: H. G. Turner Giles Lindstrom IN THE MATTER OF DEDICATION OF PUBLIC WAY: Overpayment Double payment $30.89 $245.47 At this time the Commission having made investigation and being advised, IT IS HEREBY ORDERED That: The Easterly 30' of the EZ of the SW4 of Sec. 32, Twp. 14 S., R. II E.W.M. and the Westerly 30' of the WZ of the SE4 of Sec. 32, Twp. 14 S., R. II E.W.M. and the Westerly 30' of the NW of the NE of Sec. 5, Twp. 15 S., R. II E.W.M. be designated as a public way. IN THE MATTER OF AUTHORIZATION OF A FIRM: At this time the Commission authorized the firm of Munson -Nash - Futrell & Associates, Richland, Wash. to act in their behalf in an effort to obtain a grant for development of a comprehensive Solid Waste management plan. IN THE MATTER OF CREATING THE DESCHUTES COUNTY SEARCH & RESCUE SERVICE: At this time the Commission made a resolution of its intention to create the Deschutes County Search & Rescue Service to function under the County Sheriff and be coordinated by the Director of Des. Co. Emergency Services. IN THE MATTER OF THE RE -CONSTRUCTION OF A PORTION OF REED MARKET ROAD: At this time the Commission proceed with the improvement of the Highway 97. IN THE MATTER OF THE CONSTRUCTION OF KNOTT BRIDGE: VOL 14 PACE 355 authorized the County Roadmaster to Reed Market intersection with State At this time the Commission authorized the County Roadmaster to proceed with the construction of Knott Bridge over the C.O.I. Canal. IN THE MATTER OF HAULING SURFACING MATERIAL ON COUNTY ROADS: At this time the Commission authorized the County Roadmaster to place surfacing material on the following roads: Rodeside Road, Foss Road, Cross Road #2, Ryan Road. IN THE MATTER OF PONDEROSA STREET & GRANITE DRIVE: At this time the Board of Commissioners made a resolution of its inten- tion to establish a county road in Deschutes County, Oregon, described as follows: Property in Tracts 3 & 4, Way West Properties, to be dedi- cated to the public for a 60 foot roadway, the centerline of which is described as follows: Beginning at a point that is located South 890 26' 33" West 187.56 feet and South 180 00' West - 30.00 feet; thence along a 160 06' 30" curve to the right whose long chord bears North 480 56' 30" West 278.71 feet; thence along a 160 06' 30" curve to the left whose long chord bears North 570 40' West - 380.59 feet to a point on the South line of Tract 4, Way West Proper- ties; thence along said South line South 890 26' 33" West - 150.00 feet; thence North 80 06' West - 725.67 feet to the North line of Tract No. 4 containing 2.15 acres and that por- tion in Section 19, Township 18 South, Range 12 East of the Willamette Meridian whose centerline extends South 720 00' East to the Westerly boundary of Highway 97 from the point of beginning. And it is further ordered that the County Roadmaster or his duly qualified deputy shall give notice of this Resolution by posting true copies thereof, properly certified to as such by the County Clerk, at the place of holding County Commission meeting and also at three public places in the vicinity of said proposed road thirty days previous to the consideration of this Resolution and at a meeting on the 8th day of February, 1971, the Board will consider any objections or remonstrances which may be filed on account of said proposed road. IN THE MATTER OF CINDER LANE: At this time the Board of Commissioners made a resolution of its intention to establish a county road in Deschutes County, Oregon, described as follows: Located in Section 18, Township 18 South, Range 12 East of the Willamette Meridian. Beginning at a point which is the centerline intersection of Granite Drive and Cinder Lane; thence North 890 26' 33" East -7- VOL -1PAGE 356 249.40 feet to the easterly boundary of Romaine Village Unit One. And it is further ordered that the County Roadmaster or his duly qualified deputy shall give notice of this Resolution by posting true copies thereof, properly certified to as such by the County Clerk, at the place of holding County Commission meeting and also at three public places in the vicinity of said proposed road thirty days previous to the consideration of this Resolution and at a meeting on the 8th day of February, 1971, the Board will consider any objections or remonstrances which may be filed on account of said pro- posed road. IN THE MATTER OF PINE CONE DRIVE: At this time the Board of Commissioners made a resolution of its inten- tion to establish a county road in Deschutes County, Oregon, described as follows: Located in Section 18, Township 18 South, Range 12 East of the Willamette Meridian. Beginning at a point which is the centerline intersection of Granite Drive and Pine Cone Drive; thence North 890 26' 33" East 434.50 feet to the end of Pine Cone Drive which includes a 50.00 feet radius turn around. And it is further ordered that the County Roadmaster or his duly qualified deputy shall give notice of this Resolution by posting true copies thereof, properly certified to as such by the County Clerk, at the place of holding County Commission meeting and also at three public places in the vicinity of said proposed road thirty days previous to the consideration of this Resolution and at a meeting on the 8th day of February, 1971, the Board will consider any objections or remonstrances which may be filed on account of said pro- posed road. IN THE MATTER OF GRANITE DRIVE: At this time the Board of Commissioners made a resolution of its inten- tion to establish a county road in Deschutes County, Oregon, described as follows: Located in Section 18, Township 18 South, Range 12 East of the Willamette Meridian. Beginning at a point which is 1090.29 feet North 890 26' 33" East from the wouthwest corner of Tract 5 of Way West Proper- ties; thence North 570 55' West 320.91 feet; thence 111.57 feet along a 520 131curve whose radius is 109.74 feet; thence North 000 20' East 45.00 feet to the center line intersection point of Granite Drive and Pine Cone Drive; thence North 000 20' East 280.00 feet to the center line intersection point of Granite Drive and Cinder Lane; thence North 000 20' East 30.00 feet to the northerly boundary of Romaine Village Unit One. And it is further ordered that the County Roadmaster or his duly qualified deputy shall give notice of this Resolution by posting true copies thereof, properly certified to as such by the County Clerk at the place of holding County Commission meeting and also at three public places in the vicinity of said proposed road thirty days previous to the consideration of this Resolution and at a meeting on the 8th day of February, 1971, the Board will consider any objections or remonstrances which may be filed on account of said proposed road. i � J IN THE MATTER OF STUDIO ROAD: At this time the Board of Commissioners made a resolution of its intention to establish a county road in Deschutes County, Oregon, described as follows: A roadway 60' in width, being 30' each side of the center- line described as follows: Beginning at a point in the Butler Market Road that bears South 650 02' West 228.57 feet from the C 1/16 of the North- east 1/4 of section 28, Township 17 South, Range 12 East of the Willamette Meridian; thence North 87° 53' West 1092.54 feet to a point of tangent from which the C N 1/16 of said Section 28 bears North 160 02' West 73.42; thence continue North 870 53' West 53.29 feet; thence 415.42 feet along the arc of a 040 curve to the left of which the long chord bears south 830 48' 30" West 413.96 feet; thence South 75° 30' West 45.81 feet; thence 784.09 feet along the arc of a 070 and 20 minute curve to the left of which the long chord bears South 46045' West 751.60 feet; thence South 18° 00' West 703.71 feet to a point of tangent from which the C W 1/16 of said section 28 bears North 720 53' West 87.34 feet; thence continue South 18° 00' West 958.76 feet; thence 260.69 feet along the arc of a 12 de8ree curve to the right of which the long chord bears South 33 38' 30" West 257.47 feet; thence South 49° 17' West 99.88 feet; thence 164.33 feet along the arc of a 30 degree curve to the left the long chord of which bears South 24 38' West 159.31 feet; this point is on the centerline of Fourth Street from which the intersection of Fourth and Revere Streets bears South 000 01' East 621.77 feet. Total length of described road is 0.87 miles. IN ADDITION, All those portions of the old right-of-way lying outside the new existing right-of-way are hereby ordered vacated as provided in accordance with State Statute, O.R.S. 368-540. And it is further ordered that the County Roadmaster or his duly qualified deputy shall give notice of this Resolution by posting true copies thereof, properly certified to as such by the County Clerk, at the place of holding County Commission meeting and also at three public places in the vicinity of said proposed road thirty days previous to the consideration of this Resolution and at a meeting on the 22nd day of February 1971, the Board will consider any objections or remonstrances which may be filed on account of said pro- posed road. IN THE MATTER OF ADDITIONAL PERSONNEL IN ASSESSOR'S OFFICE: At this time the Commission approved the request of Assessor N. J. Donat for the addition of one appraiser and one girl to his staff until July I, 1971. IN THE MATTER OF PERMITS GRANTED: At this time the Commission granted three permits (#78072, #78084, and Cessna Dr.) to Pacific Northwest Bell Telephone to construct buried cable on or across Deschutes County right-of-way.
