Plummer as Deschutes County Roadmaster for 1970; Lester Houk as Civil Defense Director for 1970; Hobart Starr as Veterans Service Officer for 1970; Elsie Holechek as Deschutes County Repres. for Abundant Foods for 1970. IN THE MATTER OF AGREEMENT BEND TV r ARl F r'.OMPANY At this time an Agreement between Deschutes County and Bend TV Cable Company was entered into, leasing the following described property: A tract of land in the SiNWwNEk Sec. 30, Twp. 17 S., R. 12 E.W.M. described as follows: Beginning at a point which bears South 150 13' 10" East 1,039.72 feet from the North 1/4 corner of said Section 30; thence South 810 22' West 50.00 feet; thence North 080 38' West 50.00 feet; thence North 810 22' East 50.00 feet; thence South 080 38' East 50.00 feet to the point of beginning. Said tract contains .57 acres more or less. The party of the second part agrees to pay Fifty Dollars ($50.00) annually for each microwave (antenna) dish in operation on the above site, beginning January 1, 1970 and on this date annually thereafter. Antenna height is to be 30 feet. IN THE MATTER OF DESIGNATION OF NEWSPAPERS FOR 1970: The Commission at this time designated the Redmond Spokesman and Bend Bulletin as official newspapers for Deschutes County for 1970. -4- IN THE MATTER OF ESTABLISHMENT OF THE YUCCA COURT: VOL PALE+ The Commission at this time held a hearing on the establishment of the Yucca Court, having given due notice of this intention of establishment more than thirty days preceding and beings there were no objections, it is there- fore ordered and decreed that the Yucca Court shall be established as des- cribed in said resolution and by order herein, as follows, to -wit: A strip of land in the southwest one-quarter of Section 16, Township 17 South, Range 13 East, Willamette Meridian, Deschutes County, Oregon, said strip of land being known as Yucca Court as dedicated to the public by the plat of Comarron City, a sub- division to Deschutes County, Oregon, and more particularly described as follows: A strip of land 60 feet wide lying 30 feet on each side of the following described centerline: Beginning at engineer's centerline station 0+00 which point is on the centerline of Cimarron Drive and bears North 890 50' 30" East 1316.47 feet and thence North 000 02' 45" East 660.92 feet from the southwest corner of said Section 16• thence following along the centerline of Yucca Court North 89� 48' 50" East 987.34 feet to the radius point of a 50 foot radius cul-de-sac and there terminating. IN THE MATTER OF FOREST DEVELOPMENT ROAD COOPERATIVE AGREEMENT: At this time the Commission approved an Agreement with Deschutes National Forest setting forth rules of joint use by logging operators and commercial haulers for roads included in forest development road cooperative agreement IN THE MATTER OF WARDS OF COURT: The Board of Commissioners at this time wrote a letter authorizing Glenn Ratcliff, Bend Insurance Company, to increase the board and room allowance from $30.00 to $45.00 per day for an additional $1.20 per month and -5- Ac� , VOL 1 PAGE i3� Po the addition of $300.00 supplementary accident benefit for an additional premium of 441t per month. These additions to be on our National Hospital Association group health contract for Wards of Deschutes County. IN THE MATTER OF COST ACCOUNTING DEPARTMENT: At this time the Commission, on January 9, 1970, deleted the Public Works Administration and Cost Accounting Department from the Administrator of Public Works and placed it under the Road Department; to be known as Office Manage- ment and Cost Accounting Department. IN THE MATTER OF PERMIT: At this time the Commission granted a permit to Pacific Northwest Bell for a buried cable of 1.50" to cross the Deschutes County right-of-way. IN THE MATTER OF JAILER: The Commission at this time ordered the Clerk to place Wallace Finley on the payroll, as of January 5, 1970, on temporary basis while Fred Painter recovers from his illness. IN THE MATTER OF REDEMPTION DEED: The Commission at this time executed a Redemption Deed to Warren N. Weber for the sum of $367.27 for the following tax foreclosed property situate in Deschutes County, Oregon: Lots 17 & 18, Block 3, and Lot 11, Block 7 LaPine Acres, according to the official plat thereof on file in the office of the County Clerk. in pursuance to ORS 275.180 in consideration of delinoquent tax assessments together with interest. IN THE MATTER OF ABUNDANT FOOD AGREEMENT: The Commission at this time signed and approved the renewed agreement covering the distribution of abundant food commodities, with the State Department of General Services, Property Division, Salem, Oregon. IN THE MATTER OF DESIGNATION OF NEWSPAPER: The Commission at this time designated the Redmond Spokesman as the newspaper for publishing Real Property Foreclosures 1969-70. IN THE MATTER OF PERMIT FOR STREET MATERIAL: At this time the Commission ordered that the City of Bend be granted the rights to the use of street material for use on city projects, from property owned by Deschutes County, specifically described as: EZE2NE4 Sec. 14 and easement for access road through center of Sec. 14, from Arnold Market Road, Twp. 18 South, Range 12 E.W.M. This order voids a like Order dated the 6th day of August, 1969. IN THE MATTER OF TRANSFER OF FUNDS: The Commission at this time the General Fund be transferred to in the 1968-69 budget. IN THE MATTER OF CUSTODIAN: VOL 13 FAGS 5J ordered that the under expenditures of the over expenditures of the General Fund The Commission at this time ordered that the Deschutes County Clerk place the name of Jody Hollinquest, custodian, on the payroll at a salary of $140.00 per month, effective January I, 1970. IN THE MATTER OF SECRETARY, IN SHERIFF'S DEPARTMENT: The Commission at this time ordered that the Deschutes County Clerk remove the name of Sandra Lee Warner from the payroll, effective December 15, 1969, and that the Clerk place the name of Fay Savely on the payroll as Secretary at a salary of $400.00 per month, effective December 22, 1969. There bill be no raise in salary at end of probation period (ninety days). IN THE MATTER OF AGREEMENT: At this time the Commission entered into an Agreement with Brooks - Scanlon Lumber Company of Bend, Oregon, in which Deschutes County is leasing the following described property: A fifty (50) foot square tract of land more fully described as follows: Beginning at a point S., 280 18' E. 1096.5 feet from the 1/4 corner between Sections 19 and 30, Township 17 South, Range 12 East, Willamette Meridian and running thence N. 810 22' E. fifty (50) feet; thence N. 80 381W., - fift� (50) feet; thence S. 810 221- W. fifty (50) feet; thence S. 8 38' E. - fifty (50) feet to the point of beginning and being at Latitude North 440 04' 31" and Longitude 1210 19' 46" West and install their radio trans- mitter therein. The party of the second part agrees to pay Fifty Dollars ($50.00) annually for each transmitter in operation on the above site, beginning January 1, 1970. The frequencies on which Second Party will operate are Transmit: 49.50 MC Rec®ive 49.50 MC. IN THE MATTER OF ASSISTANT WATERMASTER: At this time the Commission, upon the recommendation of Watermaster Bruce A. Estes, granted a $25.00 per month salary increase for Gerald L. Lueb, Assistant Watermaster, all in accordance with Watermaster's budget July I, 1969 to June 30, 1970. IN THE MATTER OF HOME HEALTH PERSONNEL: At this time the Commission, upon the recommendation of Dr. David S. Spence, Agency Medical Director for Home Health, ordered that Mrs. Helen Durant, Nurse with the Agency, be employed on a full part-time basis at a salary of $300.00 for half a month, beginning January I, 1970. The cost to Deschutes County will be $180.00 per month (60% of the total salary). IN THE MATTER OF MOVING A BUILDING: At this time the Commission granted a permit to Kenneth J. Holman to move a 22' x 22' building on or across Deschutes County right-of-way. -7- VOL IN THE MATTER OF HEALTH DEPARTMENT PERSONNEL: 13 ME Z595 The Commission at this time ordered the Clerk to raise the salary of Cary Mead, Clerk -Typist II, in the Tri County Health Department, to $325.00 per month beginning January I, 1970. The Commission at this time ordered the Clerk to raise the salary of Elizabeth McGreer, RN Il, in the Tri County Health Department, to $600.00 per month beginning January I, 1970. IN THE MATTER OF PERSONNEL ACTION: At this time the Commission approved a one step increase in salary for Harold Kentner, at a salary of $525.00 per month. This was upon the recommendation of Charles L. Plummer, Deschutes County Roadmaster. IN THE MATTER OF PUBLIC HEARING: At this time the Commission gave notice of a public hearing on the use of certain properties owned by the County in Section 2, Township 15 S., Range 13 E.W.M., on January 26, 1970, in the Redmond Council Chambers, Redmond, Oregon, at 10:00 a.m. IN THE MATTER OF REFUND OF TAXES: At this time the Commission ordered F. C. IN THE MATTER OF BACHELOR WAY: The Deschutes County Court, on regular Court Day, December 3, 1969, resolved that a public necessity exists for the establishment of a road known as Bachelor Way, and did declare its intention to establish such as a county road in Deschutes County, Oregon, described as follows, to -wit: A strip of land in the southwest one-quarter of Section 28, Township 16 South, Range 12 East, Willamette Meridian, Deschutes County, Oregon, more particularly described as follows: VOL 13 PAGE 59 A strip of land 60 feet wide lying 30 feet on each side of the following described centerline: Beginning at engineer's centerline station 0+00 of Bachelor Way which point of beginning is on the centerline of Jefferson Court at engineer's centerline station 2 + 95.29 as shown on the attached map which by reference to is hereby made a part hereof, thence leaving the centerline of Jefferson Court and following along the centerline of Bachelor Way South 450 24' 15" West 278.22 feet; thence North 440 35' 45" West 20.00 feet to the radius point of a 50 foot radius cul-de-sac and there terminating. IN THE MATTER OF SNOW CAP PLACE: The Deschutes County Court, on regular Court Day, December 3, 1969, resolved that a public necessity exists for the establishment of a road known as Snow Cap Place, and did declare its intention to establish such as a county road in Deschutes County, Oregon, described as follows, to -wit: A strip of land in the southwest one-quarter of Section 28, Township 16 South, Range 12 East, Willamette Meridian, Deschutes County, Oregon, more particularly described as follows: A strip of land 60 feet wide lying 30 feet on each side of the following described centerline: Beginning at engineer's centerline station 0+00 of Snow Cap Place which point of beginning is on the centerline of Glacier View Drive at Engineer's centerline station 17 + 22.38 as shown on the attached map which by reference to is made a part hereof; thence leaving the centerline of Glacier View Drive and following along the centerline of Snow Cap Place South 670 00' 30" West 266.19 feet to engineer's centerline station 2 + 66.19; thence North 220 59' 30" West 20.00 feet to the radius point of a 50 foot radius cul-de-sac and there terminating.
