13-686-Resolution Recorded 2/4/1970IN THE BOARD OF COUNTY COMMISSIONERS OF THE STATE OF OREGON FOR THE COUNTY OF DESCHUTES In the Matter ) ) of ) ) Deschutes County ) Emergency Services ) R E S O L U T 1 0 N viz 13 PA1;E 13 WHEREAS, the possibility of disasters in Deschutes County resulting from an enemy attack upon the United States, sabotage or other hostile actions and /or natural disasters such as explosions, earthquakes, floods and /or fires are a possibility. WHEREAS, the Deschutes County Civil Defense Agency was authorized by a resolution by the Deschutes County Court dated 6th of November, 1957 by authority of the "Oregon Civil Defense Act of 1949 ", as amended. WHEREAS, since 1957 the necessity to include Search and Rescue services and other changing situations, necessitates changing the concept of Civil Defense to include other services to the public, to function in times of emergency to save lives and property. NOW, THEREFORE, BE IT RESOLVED THAT: I. The "Deschutes County Civil Defense Agency" is hereby designated "Deschutes County Emergency Services ". 2. The Deschutes County Emergency Services shall have a director who shall be appointed by the Board of County Commissioners to serve at its pleasure. 3. The Director shall have the duties and powers pro- vided in said Oregon Civil Defense Act of 1949, as amended, and shall have responsibility for the organiza- tion, administration, and operation of said "Emergency Services ". He will at all times be subject to direction and control of the Board of County Commissioners. 4. Final authority for "Emergency Services" decisions shall rest with the Chairman of the Board of County Commissioners. 5. The Director shall coordinate the activities and functions of all departments within the county for civil defense, including but not limited to Deschutes County Departments of: Law Enforcement; Public Works; Engineering, Health; Public Welfare; Assessor; and custodians. DEFINITION OF EMERGENCY SERVICES: "Emergency Services" means the preparation for and carrying out of all emergency functions, other than functions for which the State and /or the Federal Government is primarily responsible, to minimize and repair injury and damage resulting from disasters caused by enemy attack, sabotage or other hostile actions, or by fire, ex- plosion, flood, earthquake or other natural causes. These functions 1 VOL 13 PAGE b81 include without limitation, fire fighting services, police services, medical and health services, search and rescue, engineering radio- logical, chemical, and other special weapons of defense, evacuation of persons from stricken areas, emergency welfare services, civilian war aid, existing or properly assigned functions of plant protection, and other functions related to civilian protection, together with all other activities necessary or incidental to the preparation for and carrying out of the foregoing functions, but does not include nor does any provision of ORS 401.010 to 401.190 apply to any conditions re- sulting from a labor dispute. LINES OF SUCCESSION are set forth in Deschutes County Resolution dated 2nd of January, 1964. EMERGENCY OPERATING PLAN: An emergency operating plan shall be prepared by the Director working with department heads outlining the situations and assumptions; missions; concept of operations; and departmental responsibilities in times of increased tension; actual enemy attack; and during a natural disaster.
