The Commission at this time ordered that the following be designated
as a public way:
West 30 feet of Section 4 and East 30 feet of Section 5 in Township
18 South, Range 13 East, lying South of Bend -Burns Highway.
IN THE MATTER OF
SISTERS RURAL
FIRE PROTECTION DISTRICT:
The Commission at this time held a hearing, upon a petition of the
majority of registered voters of the Sisters Rural Fire Protection District
filed with the Commission to dissolve the District upon an election, and
the Commission having published notice of said hearing in the Bend Bulletin,
a newspaper of general circulation within said District more than six days
before this hearing, and there being no objections made at the time of said
hearing, therefore, it is ordered that said Petition be granted and it is
further ordered that a special election shall be held within said District
on April 24, 1970 and the polls shall be open between 2:00 p.m. and 8:00 p.m.
said date and that at the Offices of Harold Barclay Logging Co. shall be
designated as the place to which said voters may assemble and cast their
ballots for or against dissolution of said District.
It is further ordered that the County Clerk post a copy of this Order
for four successive weeks prior to said election in three public places
within the District and publish a copy of this Order once a week for four
successive weeks prior to the date of the election in a newspaper of general
circulation in the proposed District.

BID OPENING FOR
JANITORIAL SERVICE:
At this time the bids were opened by the County Clerk for janitorial
services for the Road Department building; the bids were taken under advise-
ment by the Commission.
IN THE MATTER OF
NOTICE OF HEARING:
The Commission at this time hereby gives notice of Hearings continued
from January 20, 1970, on the proposed Deschutes County Business License
Ordinance, as amended, to be held in the Deschutes County Courthouse, District
Courtroom, Bend, Oregon, at 10:00 a.m. and 7:30 p.m. on April 6, 1970.

CARE PROPOSALS:

The Commission at this time gave notice that it will receive written
proposals to and including 10:00 a.m., April 15, 1970, for Dog Shelter Care;
said proposals are to include information as to the type of facility pro-
posed and details of the dog care offered, and the price asked.
IN THE MATTER OF
CLASSIFICATION
PAYROLL PLAN:
At this time it was so ordered to adopt the Classification Payroll
Plan, which is effective March 18, 1970, in that all new employees shall have
a starting wage of 90% of the pay of the Range and Step on which they will be
placed after their 90 -day Probationary Period. Hereafter each Department
Head will be required to provide a classification for each employee before an
Order placing him on the payroll will be approved. Unanimously carried.
IN THE MATTER OF
LEASE OF INDUSTRIAL
LAND:
The Commission at this time entered into an agreement, leasing indus-
trial lands to Shielding Research Company, Inc., the following described
property:
Lot 5 of Section 28, Township 15 S., Range 13 E.W.M.; except
the westerly 30 feet.
from March 9, 1970 and continue through March 9, 2005, for the sum of Fifty-
nine dollars and thirty cents annually for the first year and then the sum
of Seventy-one dollars and 27/100 on the first day of January thereafter.

INSURANCE COMMITTEE:
The Commission at this time appointed the following members to the
Deschutes County Insurance Committee:
Ronald Walker, Joe Modjeski and Allison Smith.
IN THE MATTER OF
GOODRICH LOOP:
The Commission at this time hereby considered that a public necessity
exists for the establishment of the road hereinafter described, and declares
its intention to establish a county road in Deschutes County, Oregon, des-
cribed as follows, to -wit:
A roadway 60 feet in width, being 30 feet in width each side of
the center line described as follows:
Beginning at a point on the North R/W of the Redmond -Sisters
Highway, said point begins North 000 08' 10" West 30.00 feet
from the corner common to Sections 6-5-7-8 in Township 15 South,
Range 11 East of the Willamette Meridian; thence, North 00°08'
10" West 2553.41 feet; thence, North 000 43' 10" West 2746.25
feet; thence, North 000 17' 20" East 2657.86 feet, (to a point
that bears South 000 13' 20" West 2648.48 feet from the corner
common to Sections 30-29-31-32 Township 14 South, Range 11
East of the Willamette Meridian); thence, North 890 18' 10"
East 3197.30 feet; thence, South 86° 43' 00" East 1211.35 feet;
thence, South 870 58' 20" East 903.80 feet, (to a point at the
intersection of the Holmes and the Goodrich Loop which bears
North 00° 26' 20" West 2651.19 feet from the corner common to
Sections 32-33-5-4 on the Township line between Township 14
and 15 South, Range 11 East of the Willamette Meridian); thence,
South 010 16' 30" East 842.09 feet; thence South 00° 40' 50"
West 1808.35 feet, (to a point that bears North 870 09' 40"

West 23.21 feet from the corner common to Sections 32-33-5-4
on the Township line between Township .14 and 15 South Range
11 East of the Willamette Meridian); thence, South 01 04'
30" West 1758.72 feet; thence, South O1° 18' 00" West 2736.26
feet; thence, South 000 42' 45" East 732.10 feet to the termini
of described center line. (Said termini bears North 730 16' 50"
West 98.47 feet from the corner common to Sections 5-4-8-9 in
Township 15 South, Range 11 East of the Willamette Meridian)
Total length of described road is 4.01 miles.
Therefore, it is further ordered that the County Roadmaster or his duly
qualified deputy, shall give notice of this Resolution by posting true
copies thereof, properly certified to as such by the County Cler, at the
place of holding Commission Meeting and also at three public places in the
vicinity of said proposed road thirty days previous to the consideration
of this Resolution by the County Commission, notifying all persons concerned
that said Resolution will be considered and passed upon by this Commission
at a meeting on the 15th day of April, 1970, at which time the Commission
will consider any objections or remonstrances which may be filed on account
of said proposed road.
