Be it known,by these presents, that the Cities of Bend, Redmond
and Sisters and the Deschutes County Planning Commission , after recommend-
ation from the Citizens Advisory Committee for Planning, have adopted a
resolution approving the Deschutes County Comprehensive Plan including the
Urban Area Plans of Bend, Redmond, Sisters and Leine recommending same to
the Deschutes County Board of Commissioners for adoption in accordance with
the provisions Of the Oregon Revised Statutes; now therefore,
THE BOARD OF COUNTY COMM1$SIONERS DOES RESOLVE AS FOLLOWS:
WHEREAS, The Deschutes County Board of Commissioners has prepared
a Comprehensive lolofrterm Plan for Deschutes County, purseant to provisions
of the Oregon Revised Statutes; end
WHEREAS, said Plan'entitled "Comprehensive Plan to 1990" consists
of a report and fiye maps entitled "Deschutes County", "Bend Area", "Redmond
Area", "Sisters Arse", and "LaPine,Area" which sets forth the objectives and
policies used to develop it and includes all of the folleing elements:
1. A land use element which designates the proposed general distri-
bution and general locatiOhand extent of the uses of land for
housing, business, industry, and other categories of public and
private uses of land,correlated with other elements of the Plan;
2. A transportation element consisting of the general location and
extent of existing and propOSed state highways, county arterials,
•county feeder roads, city major arterials, city collector streets,
airports and railroads, all correlated with other elements;
3. A rural-resource element which :designates the proposed general '
distribution and general location and extent of development of
rural areas ad nature,resourtes within the County, inclOing
lands for agriculture,,priVate'forest management, parks and 'recrea7
flan, recreation-residenfiar Use, and zones required for the manage-
ment of lands within the National Forest, correlated with other
• elements of the Plan;
4. An initial housihg elementwwhich tdentifies the general character
of housing poblems* obstacles to the solution of housing problems,
short-range housing oSjectives, and the planning activities and
implementing actions required to achieve housing objectives,
correlated with other elements of the Plan;
