Dacey, for gasoline and diesel for Deschutes County for this fiscal year: The bid was awarded to the low bidder, Texaco Oil Company, for the following: Fire Chief, $0.2099; Sky Chief, $0.235; Diesel Chief, $0.1324. IN THE MATTER OF WEED SUPERVISOR: The Commission at this time appointed Harry (pock as Acting Weed Supervisor as of July 1, 1970, at a salary of $550.00 per month; the Commission continues to take applications for a qualified Weed Supervisor. -3- von 1-3 ?AGE 9 7 IN THE MATTER OF SECRETARY OF PLANNING DEPARTMENT: At this time the Commission ordered the Deschutes County Clerk to raise the July salary of Leslie Jane Penhollow, Secretary of Planning Department from $342 to $360 as the Deschutes County Budget Advisory Committee recom- mended a 5.5 salary increase for all employees, effective July 1, 1970. IN THE MATTER OF LEASE OF COUNTY - OWNED LANDS: At this time the Commission leased to Brooks Willamette Corporation, Redmond, Oregon the following described county -owned lands, to -wit: Township 15 S., Range 13 E.W.M.: Sec. 10: SW$SE4 containing 40 acres, more or less, from May 19, 1970 to May 19, 1971, to be used for an Evaporating pit and burning pit area, at a charge of $30.00 per year. IN THE MATTER OF POLICY REGARDING BUDGETS: The Commission at this time resolved that as a matter of policy the Deschutes County Commission will not approve any bills presented by the Department Heads, if the line item from which the purchase is made in their respective departmental budget is in the red, without consultation with the Commission previous to purchase and approval in writing therefor:. This policy to go into effect with the certifying of the 1970-71 budget. IN THE MATTER OF ESTABLISHING DESCHUTES COUNTY HEALTH DEPART- MENT & MERIT SYSTEM: At this time the Commission ordered that the health services provided by Deschutes County be done by the Deschutes County Health Department as of July 1, 1970 and it is so established. And it is further ordered in accor- dance with ORS 431.250, Section C, appointments under the Merit System in General Health, Home Health and Family Counselling. IN THE MATTER OF ATTENDING COMMIS- SION SESSION: The following were in attendance during Commission session: Roadmaster Charles L. Plummer, William Jones, Dr. Spence and Judge Copenhaver. IN THE MATTER OF EXCHANGE OF PROPERTIES: The Commission at this time resolved that it is its intention to exchange property with M. L. Woodward, Redmond, Oregon, pursuant to ORS 275.100 And it was further ordered that the County Clerk give notice of a hearing to be held in the Deschutes County Courtroom at 10:00 a.m., Pacific Daylight Time, on the 19th day of August, 1970 at Bend, Oregon, be and the same is hereby fixed as the time and place for hearing of objections, if there be any, why said parcels should not be exchanged. IN THE MATTER OF ENGINEER TECHNICIAN I• At this time the Commission approved the recommendation of Roadmaster Charles L. Plummer to place Raymond J. Modjeski on the Road Dep. payroll as an Engineer Technician I at $550.00 per month, effective July 1, 1970. -4- VOL 13 PAVETf IN THE MATTER OF DEEDS OF COUNTY - OWNED LANDS: The Commission at this time executed the following Deeds for county -owned lands: Deschutes County to William M. Flaherty: Lots 26 and 27, Block 13, Hillman (Terrebonne), for the sum of $205.00. Deschutes County to Lloyd L. and Anna J. Evans: WINW4NW4, Sec. 31, Twp. 17 S., Range 13 E.W.M. (20 acres more or less). Subject to: Such rights for electric power transmission line and site purposes as Central Elec. Coop. may have under the Act of March 4, 1911, (36 Stat. 1253, as amended (43 U.S.C. 961), under right-of-way Oregon 014314 as to Lot 1, Sec. 31, T. 17 S., R. 13 E., for the sum of $3600.00. Deschutes County to Walter 0. and Jeanette Berger: SE4SW4, Sec. 26, Twp. 16 S., Range 11 E.W.M., for the sum of $8500.00. Deschutes County to Joseph W. and Joan H. Jacobs: That portion of the SE4NE4 of Sec. 13 lying south of Highway 126, except the westerly 120 feet, and subject to existing ditch right-of-way, Twp. 15 S., Range 12 E.W.M. (234 acres, more or less), for the sum of $6100.00. Deschutes County to Chasmar & Co.: NW4SE4 Sec. 7, Twp. 17 S., Range 12 E.W.M. (subject to Patent Reservations set forth in and subject to the conditions and limitations of section 24 of the Federal Power Act of June 10, 1920, 40 Stat. 1075, as amended (16 U.S.C. 818), and subject to the stipulation that, if and when the lands are required in whole or in part, for power development purposes any structures or improvements placed thereon which shall be found to obstruct or interfere with such development shall, without expense to the U.S., its permittees or licensees, removed or relocated insofar as necessary to eliminate interference with power develop- ment.; for the sum of $11,500.00. IN THE MATTER OF CONTRACTS: The Commission at this time entered into an Agreement with Carl and Virginia Campbell, Tumalo, Oregon, for the following described real property situate in said County of Deschutes and State of Oregon, to -wit: Lots 1, 2, 3, & 4 (less northerly 30 feet for road purposes) Sec. 4, Twp. 16 S., Range1E.W.M. (total of 31.48 acres, more or less). for the consideration of $944.55 of $1466.05 each year thereafter, of 8% (eight per cent) in#erest. held June 12, 1970. IN THE MATTER OF PERMITS: VOL 13 FAGE 9,}fJ_ The Commission at this time granted three permits to Pacific Northwest Bell for buried cable on or across Deschutes County right of way. These are designated as #R077811, #77823 and #R077843. IN THE MATTER OF DOG LICENSE FEES: The Commission at this time ordered that the fees for each male or spayed bitch dog be set at $4.00 and for female dog be set at $5.00, all in accordance with SB #148 of the 55th Oregon Legislature, which Bill was passed and amended ORS 609.100; effective January 1, 1971. IN THE MATTER OF MAINTENANCE MAN I: The Commission at this time ordered that the Deschutes County Clerk place the name of Francis Franklin Bigelow on the payroll of the Solid Waste Department, as Maintenance Man I, at a salary of $500.00 per month, effec- tive July 8, 1970. IN THE MATTER OF COUNSELOR: The Commission at this time, upon the recommendation of Roland J. Horn, Director of J Bar J Boys Ranch, approved and ordered that David Howard Burton be on the staff in the capacity of Counselor at the salary of $540.00 per month, effective July 13, 1970. IN THE MATTER OF PERSONNEL ACTION: The Commission approved the following personnel action in the Road Department, at this time: Keith Palmer be promoted to Engineering Technician II, @ $655.00 and Joe Modjeski, Draftsman II, at $600.00 per month, and Stanley Graffenberger, mechanic, @ $655.00 per month effective July 1, 1970. IN THE MATTER OF SECRETARY FOR SHERIFF'S DEPARTMENT: At this time the Commission ordered the Clerk to place the name of Carolyn Chopp, Secretary in Sheriff's Department, on full time at a salary of $340.00 per month, effective July 1, 1970. IN THE MATTER OF TRANSFER OF FUNDS: The Commission at this time ordered that the Deschutes County Treasurer make the following transfers as per the adopted 1970-71 budget, following the budget hearing on July 10, 1970: From the Road Fund to General Fund $18,090.14 From the Road Fund to General Fund 10,000.00 From the Road Fund to County Advertising 6,500.00 From the Regional Library Fund, terminating the fund (none) From the Deschutes County Fair Fund to General Fund 5,763.00 Iff-M IN THE MATTER OF VOL 13 PAGE UAh"A ROAD ADVISORY COMMITTEE: The Commission at this time appointed the following to Deschutes County Road Advisory Committee, for a three year term, to expire July 1, 1973: James Bussard, Chairman; Jack Robinson, Lorin Morgan, Planning; George Goddard, Forest Service; Fred Meyers; and I. R. Robin, Redmond. IN THE MATTER OF APPROPRIATION OF FUNDS: The Commission at this time did provide and appropriate the sum of $16,443.00 for use in and about agricultural or farm demonstration and field work in the County of Deschutes, State of Oregon, during the fiscal year beginning July 1, 1970, to be expended as provided in ORS 566.210-250 inclu- sive, subject to the supervision of the State Board of Higher Education of the State of Oregon acting for and through Oregon State University Coopera- tive Extension Service. IN THE MATTER OF TRI COUNTY HOME HEALTH AGENCY: The Commission at this time resolved that the Tri -County Home Health Agency as provider of Home health services in Deschutes County and to render services by contract to Crook and Jefferson Counties, beginning July 1, 1970. IN THE MATTER OF REFUND OF TAXES: The Commission at this time ordered F. C. Sholes, Tax Collector, to make the following refund of taxes: Cora B.
