The Court at this time held a hearing on the establishment of the
Murray Road, having given due notice of this Intention of establishment more
than thirty days preceding and beings there were no objections It Is there-
fore ordered and decreed that the Murray Road shall be established as des-
cribed in said resolution and by order herein as follows, to -wit:
A strip of land sixty feet (601) in width for road purposes
situated in the East one-half of the Southwest one-quarter
(EZSWµ) of Section 21, Township 17 South, Range 12 East, Willamette
Meridian, Deschutes County, Oregon, lying thirty feet (301) each side
of the following described centerline:
Beginning at a point on the East-West centerline of the Southwest
one-quarter of said Section 21, at the Intersection of the westerly
Right-of-way of the Boyd Acres County Road which point bears North
1342.25 feet and West 490.90 feet from the South one-quarter section
corner of said Section 21: thence North 89047154" West 800.00 feet.

ROADS IN LAPINE:

At this time Charles L. Plummer, Deschutes County Roadmaster, made
a report on Riverview Drive and Huntington Roads in LaPine and gave a traffic
report for different sections of the roads.
IN THE MATTER OF
NEFF ROAD:
At this time Mr. Jewell of Bend School District,letter was read and
the Court decided to take no further steps in the consideration of the Neff
Road's construction at present time.
IN THE MATTER OF
SANITARY LANDFILL
b NUISANCE ORDINANCE:
The Court at this time announced that Roger Emmons of Oregon
Sanitary Service will meet with the Court and county officials on October 9,
1969 in the District Attorney's office for discussion and consideration of
the Sanitary Landfill and Nuisance Ordinance.
IN THE MATTER OF
BOARD OF EQUALIZATION:
At this time Don Hinman, Redmond, was appointed as Freeholder
Member to the Board of Equalization.
IN THE MATTER OF
HIGHWAY BUILDING:
The Court at this time is waiting for further word from Forrest
Cooper, State Highway Engineer, before taking further action in the purchase
of the Highway Building in Redmond for the Fair Association.
IN THE MATTER OF
HINKLE BUTTE ROAD:
At this time the Court declared Its intention to burn slash, grade
and pution a base on the Hinkle Butte Road.
IN THE MATTER OF
A DEED:
The Court at this time executed a deed to Donald Hinman and Phyllis
Hinman, husband and wife, Redmond for the following county -owned lands:
Lot 9, Block 2, First Addition Deschutes River Acres.
from Land sale #297, parcel #3, for the sum of $500.00.
IN THE MATTER OF
COUNSELOR:
The Court at this time ordered the Deschutes County Clerk to place
the name of Steve Mansfield, part-time Consiliatory Counselor, for the Family
Counseling Clinic, at the rate of $10.00 per hour, effective October I, 1969.
IN THE MATTER OF
WELFARE COMMISSION:
At this time the Court reappointed Ramona Harms, Redmond, to the
Deschutes County Welfare Commission, to serve a four year term, to expire
June 30, 1973.

BUDGET ADVISORY MEMBER:
The Court at this time appointed Harry Waldron for a three year
term to the Deschutes County Budget Advisory Committee; his term to expire
January I, 1973.
IN THE MATTER OF
EXTENSION ADVISORY COUNCIL:
At this time the Court reappointed Bob Beesley and Mrs. Dan Kilgore
for a three year term, which expires October I, 1972, to the Extension
Advisory Council.
IN THE MATTER OF
CLERK IN TAX DEPT.:
The Court at this time ordered the Clerk to place the name of
Borghild E. Putnam on the payroll, effective October 6, 1969, as Clerk in the
Tax Department at a salary of $300.00 per month.
IN THE MATTER OF
DRAFTSMAN IN PLANNING
DEPARTMENT:
The Court at this time ordered the Clerk to place the name of
Raymond J. Modjeski on the payroll in the Planning Department as Draftsman
at a sAlary of $500.00 per month, effective October I, 1969.
IN THE MATTER OF
ADVERTISEMENT FOR BIDS:
The Court at this time advertised in both the Redmond Spokesman
and the Bend Bulletin inviting sealed proposals to be received at the office
of the County Court in the Courthouse, County of Deschutes, Bend, Oregon,
to and until the hour of 10:00 a.m., Daylight Savings Time, October 17, 1969,
for Asphaltic Concrete Paving.
IN THE MATTER OF
CROSS ROAD #2:
The Court at this time held a hearing on the establishment of the
Cross Road #2, having given due notice of this intention of establishment
more than thirty days preceding and beings there were no objections it is
therefore ordered and decreed that Cross Road #2 shall be established as
described in said resolution and by order herein as follows, to -wit:
Beginning at a point in the Lambert Road, S 890-52' 27" E-
1026.12 feet from the center of Section 14, Township 14 South,
Range 13, East Willamette Meridian and running thence South
23010!48" West 826.52 feet to a point in the center of the
Smith Rock Market Road.
Road to be 30 feet in width with 100 foot radius curves at
each end on each side.
IN THE MATTER OF
INTENSIVE SUPERVISION
COUNSELOR, JUV. DEPT.:
The Court at this time ordered the Clerk to place the name of
Neal J. King on the payroll as Intensive Supervision Counselor of the Juvenile
Department, effective October I, 1969, at a salary of $600.00 per month.
There is to be no step increase at the end of 90 days and the Court will re-
evaluate this order on April 1, 1970.

MAINTENANCE OF
DUMP SITES:
At this time the Court ordered in the interest of public health
and safety that the City of Bend site, the Arnold site and the Negus site
will be open each day of the week; the hours will be daylight hours. And it
is further ordered that John McGaugh is hereby designated as the sole in-
dividual with salvage privileges at the above mentioned sites and that John
McGaugh provide a caretaker at each of the above nemed sites furing the hours
that they are open and that no salvage be permitted to be stored on any of
the above named sites and that there be daily removal of salvage; this Order
to take effect October 1, 1969 and remain in effect until adequate ordinances
are adopted to cover these problems.
IN THE MATTER OF
MAINTENANCE ?AGREEMENTS:
The Court at the time entered into the following Agreements in
maintaining County Dumps:
Deschutes County and Central Oregon Disposal Service (Henry Hahn
and Richard Hartzel) in which Deschutes County agrees to maintain the
Redmond Dump Site and agrees to allow Central Oregon Disposal Service to use
the said Dump Site. In consideration of this maintenance and usage, Central
Oregon Disposal Service agrees to pay the County of Deschutes Sixty Dollars
per month from September 1, 1969 until June 30, 1970.
Deschutes County and Bend Garbage Company (Joseph M. Chotard) in
which Bend Garbage Company furnishes Deschutes County with the use of a
Caterpillar water truck and carry -all at the Bend City Dump Site or at any
of the other Sites if returned to the Bend City Dump Site daily. In con-
sideration for this usage, Deschutes County upon receipt of monthly state-
ments furnished by Bend Garbage Company, agrees to pay Nine Dollars per hour
for the usage of the equipment without an operator, or Fifteen Dollars
per hour of usage if an operator is furnished by Bend Garbage Company. This
Agreement is to fun from September I, 1969 until June 30, 1970.
Deschutes County and Cascade Sanitary Service (Richard A. Brownrigg
and Vicki A. Brownrigg) in which Deschutes County agrees to maintain the
Bend City Dump Site and the Arnold County Dump Site and agrees to allow
Cascade Sanitary Service the use of said Dump Sites. In consideration of
this maintenance and usage, Cascade Sanitary Service agrees to pay the County
of Deschutes One Hundred Twenty-five Dollars per month from September I, 1969
until June 30, 1970.
Deschutes County and Bend Garbage Company (Joseph M. Chotard)
in which Deschutes County agrees to maintain the Bend City Dump Site and the
Arnold County Dump Site and agrees to allow Bend Garbage Company the use of
said Dump Sites. In consideration of this maintenance and usage, Bend
Garbage Company agrees to pay the County of Deschutes One Hundred twenty-five
Dollars per month from the date of this Agreement until June 30, 1970.
IN THE MATTER OF
REFUND OF TAXES:
The Court at this time ordered F. C. Sholes, Tax Collector, to
refund to Bend Abstract the amount of $176.33 for paying on wrong property.
IN THE MATTER OF
BEER LICENSES:
The Court at this time approved the following renewal applications
for beer licenses:

1N THE MATTER OF
TERMINATION LETTERS:
The Court, on October 6, 1969, wrote
and John Conway, caretakers of the Arnold Dump
period of Deschutes County's Sanitary program
to these men as of October 18, 1969.
IN THE MATTER OF
INSTALLING A PIPELINE:
to both J. W. Wingfield
site in the transition
and giving termination notice
The Court at this time granted a permit to Cascade Natural Gas
Co. to install a pipeline transverse on or across Deschutes County right-
of-way.
The Court, on October 8, 1969, granted another permit to Cascade
Natural Gas Co. to install piplines transverse and parallel on or across
Deschutes County right-of-way.
IN THE MATTER OF
MOVING A BUILDING:
The Court at this time granted a permit to Carl Spencer to move
a 24' x 16' building on or across Deschutes County right-of-way.
