The Court at this time held a Hearing on a supplemental budget for
the fiscal year 1968-69; the funds which will provide the supplemental bud-
get are available from sources other than additional taxation not foreseen
at the time of the adoption of the 1968-69 budget; all in conformity with
ORS 294.480 (l). After much discussion at the public hearing, the supple-
mental budget was approved.

The Court at this time asked the Public Works Department to get
bids and report about fencing of County lands.
IN THE MATTER OF
ABOLISHING THE OFFICE
OF DeSCHUTES COUNTY JUDGE:
The Court at this time, pursuant to the authority granted by
ORS 203.230, ordered the office of Deschutes County Judge abolished and In
lieu thereof a position of third County Commissioner be created. And hereby
there is created a Deschutes County Board of Commissioners; all powers and
duties of the County Court and County Judge are hereby transferred to the
Board of County Commissioners. This Order shall be effective on the Ist day
of January, 1970.
IN THE MATTER OF
PERSONNEL
J -J YOUTH CARE CENTER:
The Court at this time appointed Steven Durrell Mellon as night
supervisor at $100.00 per month, effective December 14, 1969.
Termination of Gary Wagoner (same position) effective Dec. 15, 1969.
IN THE MATTER OF
WEED CONTROL COMMITTEE:
The Court at this time reappointed the following members to the
Deschutes County Weed Control Committee:
Mr. Bill Hall, Terrebonne; Mr. Charles Trachsel, Redmond; and
Mr. Uel Jackson, Redmond.
IN THE MATTER OF
PURCHASE AGREEMENTS:
The Court at this time entered into the following Lands Time Purchase
Agreements:
Deschutes County and Richard R. Scheibner, Route 3 Box 815, Bend,
Oregon for the following described real property:
The south 420 feet of east 520 feet of SE$NEµ Sec. 14,
Twp. 17 S., R. 12 E.W.M., lying north of Hamehook Road
(4.15 acres, more or less)
for the sum of $1,325.00. Of which $265.00 was paid in cash and the balance
will be paid In 36 equal payments of $33.22, including Interest, commencing
on January 5, 1970.
Deschutes County and Robert R. 8 Donna M. Smith, husband and wife,
825 S. 7th, Redmond, Oregon for the following described real property:
Lot 2, Block 8, Redmond Townsite Company's Second Addition, Redmond
for the sum of $1000.00, of which $200.00 was paid in cash and the balance
will be paid In 36 equal payments of $25.07, including interest, commencing
on January 5, 1970.
Deschutes County and Earl W. b Ramona L. Tuchardt, husband and wife,
1644 H Street, Springfield, Oregon for the following described real property:
That part of the SE4NE4 Sec. 14, Twp. 17 S., R. 12 E.W.M.,
lying north of the Hamehook Road and east of the C01 Lateral,
(except the south 420 feet of east 520 feet --which is parcel #1),
consisting of 7.06 acres, more or less, and subject to reserving
to the U.S. of America from these lands a right of way thereon for
ditches or canals constructed by the authority of the U.S. Act of

for the sum of $1,675.00, of which $335.00 was paid in cash and the balance
to be paid in 36 equal payments of $41.99 each month thereafter, including

DOG LICENSE FEES:
The Court, on this date amended an Order setting the fees for each
male or spayed bitch dog at $3.00 and for a female dog, at $4.00, all in
accordance with SB #148 of the 55th Oregon Legislature which Bill was passed
and amended ORS 609.100; effective January 1, 1970.
IN THE MATTER OF
BUSINESS LICENSE
ORDINANCE:
The Court at this time resolved that Deschutes County adopts an
ordinance that may be referred to as a Business License Ordinance, and that
two public hearings be held on January 20, 1970, at 10:00 a.m. and at 7:00 p.m.
in the District Courtroom of the Deschutes County Courthouse.
IN THE MATTER OF
FINAL PAYMENT:
The Court, on December 30, 1969, received $3,709.55 from Joe and
Versie McConnel, husband and wife, as final payment, with interest, for the
repurchase of land that did not have a clear title, described as follows:
