James, Earl Lee, and Ivan McKinney IN THE MATTER OF SECRETARY IN SHERIFF DEPARTMENT: The Court at this time ordered that the Deschutes County Clerk place the name of Carolyn Sue Chopp, as Part-time Secretary in the Sheriff's Department at a salary of $150.00 per month, as of June 2, 1969. IN THE MATTER OF SECRETARY IN PLANNING DEPARTMENT: The Court at this time ordered that the Deschutes County Clerk place the name of Leslie Penhollow, Secretary, in the Planning Department, at a salary of $310.00 per month, effective June 2, 1969. IN THE MATTER OF VACATION OF A PORTION OF ROGERS ROAD: At this time the Court made Resolution that it is their Intention of vacating the following described land, to -wit: The Center line description is as follows:. Beginning at a point South 414.6 feet from the Northeast corner of North- west Quarter of Northwest Quarter (NW4NWJ) Section Nine (9) Township Seventeen (17) South, Range Twelve (12) East Willamette Meridian, and running North 590 52' West 418.0 feet; thence North 710 57' West 635.5 feet to a point on the North line of Northwest Quarter of Northwest Quarter (NWkNW$) Section Nine (9), Township Seventeen (17) South, Range Twelve (12) E.W.M. And it Is ordered that copies of this Resolution, duly certified by the County Clerk, shall be posted in three (3) places along the road to be vacated, and that a copy of this Resolution be placed on the Bulletin Board In the Entrance of the Deschutes County Courthouse; that Monday, July 7, 1969, at 10:00 a.m., Pacific Daylight Time, at the County Courtroom, County Court- house, Bend, Oregon be and the same is hereby fixed as the time and place for the hearing of objections, if any there be, why said portion of the road should not be vacated as a portion of the Deschutes County Road System. 1N THE MATTER OF ESTABLISHMENT OF THE STUDIO ROAD: At this time the Court held a Hearing to consider any objections or remonstrances which were given as to the Court's intention of establishing the Studio Road; and there were none; therefore, the Court declared that the Studio Road shall be established and that the Deschutes County Surveyor shall file a plat of said road, as surveyed on the ground, with the road records of Deschutes County. IN THE MATTER OF ESTABLISHMENT OF THE PIPER DRIVE: The Court at this time held a Hearing to consider any objections or remonstrances as to the establishment of Piper Drive; and there were none; therefore, the Court declared that the Piper Drive shall be established and that the Deschutes County Surveyor shall file a plat of said road, as surveyed -4- VOL 12 FACE617 IN THE MATTER OF RECONSTRUCTION OF STUDIO ROAD: At this time Commissioner G. W. McCann moved that the improvement and reconstruction of Studio Road from 4th Street to Butler Market Road as recommended by Roadmaster Charles Plummer go ahead as planned. Commissioner Smead seconded the motion and it was unanimously carried. IN THE MATTER OF INSURANCE BID: At this time the Court accepted the recommendation of the Insurance Committee and awarded the contract to Northern Life for Health and Accident Insurance coverage for the fiscal year 1969-70 for Deschutes County Employees. The bid is as follows: Employee $11.74 Employee & I Dep. 23.91 Employee & family 32.86. The Committee further recommended the maternity benefit previously carried in group policy be deleted and that a request for quarterly cost analysis of the loss ratio in comparison to premium payments be made by the Court to the insurance carrier. IN THE MATTER OF PERSONNEL, DESCHUTES COUNTY ABUNDANT FOOD: The Court at this time ordered that the Deschutes County Clerk raise the salary of Elsie Holechek, Storekeeper, Abundant Food Department to $2.65 per hour and the Clerk, John A. Holechek, receive a salary of $1.85 per hour, as of July 1, 1969. IN THE MATTER OF DOG LICENSE FEES: The Court at this time, upon the recommendation of the Deschutes County Dog Control Board, ordered that the fees for each male or spayed bitch dog be set at $3.00 and for female dog be set at $4.00, all In accor- dance with SB ,#161 of the 55th Oregon Legislature, which Bill was passed and amended ORS 609.100; effective January 1, 1970. IN THE MATTER OF DESCHUTES COUNTY HEALTH OFFICER: The Court at this time, upon the recommendation of the District Board of Health, ordered that the County Clerk place the name of David S. Spence, M.D., on the payroll as acting 1ke9a*`firf-County Health Officer, part- time, in Bend, at a salary of $200.00 per month and $25.00 per clinic hour, effective June 1, 1969, and, The Court ordered that the County Clerk place the name of Dr. Samuel Toevs, M.D., on the payroll as Deputy Health Officer in Redmond at a salary of $100.00 per month and $25.00 per clinic hour, effective June I, 1969. IN THE MATTER OF APPRAISER• At this time the Court, upon the petition of N. J. (Ike) Donat, Deschutes County Assessor, ordered that the Deschutes County Clerk place the name of Donald Arnold on the payroll of the Assessor's Office as of June 9, 1969 at a salary of $550.00 per month, IN THE MATTER OF PRIVATE ACCESS: At this time the Court granted a permit to C. W. Platz to construct a private access on Alfalfa Market Road. -5- VOL 12 FACE 6'.8 IN THE MATTER OF CANCELLATION OF PERSONAL PROPERTY TAXES: The Court at this time, upon the petition of F. C. Sholes, Tax Collector, ordered that the following Personal Property Taxes be cancelled: A. W. Clayton, John Buck, John Hendrix, Arthur Dramen, Warren Fowerton, James S. Frakes, E. R. IN THE MATTER OF RESALE OF COUNTY - OWNED PROPERTY: The Court, at this time ordered the Sheriff to be authorized and directed to sell the following described real property in the manner pro- vided by law for not less than the minimum price set opposite each tract, plus cost of advertising and recording the deed: Parcel I: E 1/2 Sec. 9, Twp. 20 S., Range 15 E.W.M. $4800.00 Cash Parcel 2: Lot 4, Block 3, Deschutes Addition, Bend $ 200.00 Terms 20% down, balance in equal monthly payments in 3 years at 6% interest Parcel 3: SE 1/4 NE 1/4 SW 1/40. $8000.00 Cash SW 1/4 SE 1/4 SW 1/4, E 1/2 SE 1/4 SW 1/4 Section 7, Twp. 18 S., Range 12 E.W.M. (40 Acres) IN THE MATTER OF MAINTENANCE MAN II: The Court at this time ordered the County Clerk to place the name of Carroll Penhollow on the Road Department payroll for the summer as seasonal help, at the rate of $575.00 per month, effective June 9, 1969. IN THE MATTER OF BUSINESS LICENSE: The Court at this time recommended the application for a Business License as a Wrecker of Motor Vehicles to Arnold Cox, Route 1, Box 935, Bend, whose business Is located at Second and Davlq. IN THE MATTER OF PERMIT: The Court at this time granted a permit to Pacific Northwest Bell for a buried cable on Erickson and Bear Creek County Road. IN THE MATTER OF REFUND OF TAXES: The Court at this time ordered F. C. Sholes, Tax Collector, to make the following refund of taxes: Robert C. Foote Overpayment $5.79 VOL 12 `AGE (619 IN THE MATTER OF SECRETARY, DESCHUTES COUNTY ASSESSOR'S: The Court at this time, upon the recommendation of N. J. Donat, ordered that the Deschutes County Clerk place the name of Beverly J. Routen on the payroll of the Assessor's Office as of June 16, 1969, at a salary of $300.00 per month. IN THE MATTER OF SECRETARY, VETERAN SERVICE OFFICER: The Court at this time, upon the recommendation of Hobart Starr, ordered that the Deschutes County Clerk place the name of Zane Kaye Franklin on the payroll of the office of Veteran Service Officer as of June 17, 1969, at a salary of $400.00 per month, with Deschutes County's portion being $333.34. IN THE MATTER OF SUMMER EMPLOYEES ROAD DEPARTMENT: At this time the Court approved the following to be placed on the payroll of the Road Department as summer help at the following rates: Leonard Parker at $2.25 per hr.; David Piath at $2.25 per hour; Christopher Steele at $2.00 per hr.; Edward Bonn at $2.00 per hour. The effective date to be June 16, 1969, except for Leonard Parker which Is June 10, 1969 and Edward Bonn which is June 17, 1969. There being no further business, Court adjourned.
