Repair & Maint. 104.30 -3- VOL 12 %E25 J IN THE MATTER OF DIRECTOR OF PLANNING: The Court at this time ordered that the Deschutes County Clerk place the name of Lorin D. Morgan, Deschutes County Planning Director, on a full time basis at a salary of $12,500, effective October 1, 1968. IN THE MATTER OF REMODELING COURTHOUSE ANNEX: At this time the Court awarded a contract for remodeling the Courthouse Annex ac- cording to plans and specifications to Matt Williams, General Contractor, for the low bid of $2,035.52. The two other bids being Van Matre Construction, $2,103.75 and Hilgers Construction Co., $2,322.00. The job is to begin September 30; to be completed interior within five working days and the exterior within three weeks from starting date. IN THE MATTER OF TRANSFER OF FUNDS: The Court at this time ordered that the Deschutes County Treasurer make the following transfers -as per the adopted 1968-69 budget specifications: From the Road Fund to General Fund: $10,740.00 From General Fund to Civil Defense Fund: 1,920.00 From General Road Fund to Road Department Reserve 30,000.00 IN THE MATTER OF ESTABLISHMENT OF ARCHIE BRIGGS ROAD: The Court at this time ordered and decreed that a County Road shall be established known as Archie Briggs Road and described in said resolution and by order herein as follows, to -wit: A strip of land for road purposes, being forty (40) feet in width, being twenty (20) feet in width on each side of a center line described as follows: Beginning at a point in the center line of the Old Dalles-California Highway, which is south 0 231 28" west 657.93 feet and north 890 381 0611 west 85.45 feet, from the center of the �.E.3 of Sec. 20, T. 17 S., R. 12 E.W.M. and running thence north 89 381 0611 west 1323.5 feet; thence north 00 30' 071' east 395.0 feet; thence north 610 231 5311 west 144.25 feet; thence north 850 23' 53" west 530.8 feet; thence north 60 07, 5011 west 317.23 feet; thence 490 14' 53" west 324.15 feet to a point by the end of the Old Sheep Bridge. It was further ordered that Aubrey Perry, County Surveyor, shall file a plat of said road, as surveyed on the ground, with the road records of Deschutes County. IN THE MATTER OF EVALUATION OF RADIO BIDS FOR COMMUNICA- TIONS SYSTEM: At this time Mr. William C. James, Communications Officer, gave an evaluation on the Radio Communications System Bids. Commissioner Dorothy Smead states that she does not accept this, and further opposes the bid letting of the proposed communication system. It was decided that final action will be taken on the bids at next Court Day, October 16, 1968. IN THE MATTER OF DEPUTY DISTRICT ATTORNEY: At this time the Court ordered that the Deschutes County Clerk place the name of Alan M. Lee, Deputy District Attorney, on the payroll effective October 1, 1968, at an annual salary of $7860.00. -4- 10L ?AM 258 IN THE MATTER OF ISSUANCE OF DEED: The Court at this time executed the following deed to William W. & Bernice G. Durfee for the following: SE%S44 Section 25, N4+ 04- Section 36, NW -4 Section 36, SW- Section 36 all in Township 14 South, Range 12 East of the Willamette Meridian. IN THE MATTER OF DESIGNATION OF COUNTY PARK: At this time the Court ordered the following described land to be set aside for public use and access to the Deschutes River as a County Park: A tract of land lying party in the SW V-4 and partly in the WASE 4 of Sec. 36, of Twp. 14 S., Range 12 E.W.M., and described as follows: beginning at the 1/16 corner pin at the southeast corner of S"E400f Sec. 36, Twp. 14 S., R. 12 E.W.M., and running thence North 143.15 ft.; thence N. 68 32' W. 210.48 ft.; to a pin on top of the edge 8f the rock rim; thence following the rock rim S. 860 53' W. 264.52 ft.; thence N. 88 44' 3011 W. 475.61 ft.; thence S. 89034, W. 281.08 ft.; thence S. 00 18' 3011 W. 447.13 ft.; over the rim to a point in the center of the Deschutes River on the bridge; thence up the center of the Deschutes River N. 790 38' 55" E. 825.00 ft.; to a steel pin, thence S. -84o 29' 0911 E. 409.30 ft. to a steel pin in center of the river; thence North 121:.10 ft. to the 1/16 corner which was the point of beginning and containing 9.80 acres, and excepting therefrom the right of way of the county road through this land. IN THE MATTER OF LIVESTOCK DISTRICT: The Court at this time Ordered the formation of a livestock district, to be designated as Deschutes County Livestock District #7, and ordered the Deschutes County Clerk to set a Hearing, after due publication in the Bulletin, for November 12, 1968, at 10:00 a.m., Pacific Standard Time, in the Deschutes County Courtroom. IN THE MATTER OF EXCHANGE OF PROPERTY WITH A. W. BEARDSLEY: On the 4th day of October, 1968, in the Deschutes County Courtroom, Bend, Oregon at 10:00 a.m., a Hearing was held as advertised for exchange of property between Deschutes County and A. W. Bearsley and Mildred B. Beardsley. On October 11, 1968, the Court ordered that the Deed be withheld because of a discrepancy in the descriptions and that a re -advertising of property to be exchanged be instituted. IN THE MATTER OF HEARING ON EXCHANGE OF PROPERTIES WITH BUREAU OF LAND MANAGEMENT: On October 11, 1968 a Hearing was held in the Deschutes County Courtroom, Bend, Oregon, at 10:00 a.m. Pacific Daylight Time, as advertised in The Bulletin for exchange of property between Deschutes County and the Bureau of Land Management. The following were present for this Hearing: Donald Z. Robins, C. R. May, C. W. Boulet, A. V. Meyers, Mel S. Cummings, Len Mathisen and Frank Burton. The following statement was presented by A. V. Meyers, Lands Supervisor, Oregon State Game Commission relative to the exchange of lands: -5- VOL 12 PAGE' ?39 "In my opinion the highest and best use of the 1,700 acres, more or less, of land that the U.S. Bureau of Land Management would convey to Deschutes County in this exchange is for agricultural, residential, industrial or commercial purposes. Scattered tracts of this type of land have little game value. On the other hand, the some 36,000 acres to be conveyed by Deschutes County to the Bureau of Land Management would block their holdings and thereby facilitate better management and development. These lands are contiguous with lands recently classified for retention in Federal ownership and subject to multiple use management, under the Classification and Multiple Use Act of September 19, 1961. Since "Fish and Wildlife Development and Utiliza- tion" is one of the ten components of this Multiple Use Management, these land would become an integral part of the game management program in this county. Therefore, I respectfully solicit the Deschutes County court to take appropriate steps to accomplish the proposed exchange." The,:Court at this time ordered the exchange to be made beings there were no objections thereto, and a Deed to be executed to the United States Bureau of Land Manage- ment for the following property (List of lands attached to these minutes) IN THE MATTER OF INSTALLING A PIPELINE: At this time the Court granted a permit to H.G.K. Inc. to install a pipeline on or across Deschutes County right of way, and, At this time the Court granted a permit to Cascade Natural Gas Corporation to install 2" gas lines parallel on Century Drive, and, At the time the Court granted a permit to R. L. Riemenschneider to install a pipeline on or across Deschutes County right of way. IN THE MATTER OF BUILDING OF AN ACCESS: The Court at this time granted a permit to R. L. Riemenschneider to build an access on or across Deschutes County right of way. IN THE MATTER OF REFUND OF TAXES: The Court at this time ordered F. C.
