IN THE MATTER OF
NOTICE OF HEARING:
The Court at this time ordered the Deschutes County (Clerk to set a Hearing at
10:00 a.m. Pacific Standard Time in Deschutes County Courtroom, Bend, Oregon, as the time
and place for hearing any objections thereto, to the forming of a livestock district against
the restriction of allowing animals of the bovine species, horses, :males, asses, sheep,
goats and swine from running at large in the described area. The boundaries of this proposed
district being, to -wit:
Commencing at a junction with the Great Northern Railroad and the
Klamath County line thence West to the U.S. Forest boundary, thence
North on the U.S. Forest Service boundary to the section line between
Township 20 and 20; thence East to the Great Northern Railroad; thence
South along railroad to point of beginning.

VACATION OF A PORTION
OF HILLMAN SUBDIVISION:
The Court at this time accepted the petition of John and Pauline Forster and
made Resolution to vacate a portion of Hillman Subdivision Plat, namely:
That portion of Hillman as recorded in the office of Deschutes County
Clerk, Bend, Oregon, bounded on the north by the north line of the
plat, on the west by the west line of the plat, on the south by the
north line of F Avenue and on the east by the west line of nth Street,
including the streets in the above specified area.
It was further ordered that the Deschutes County Roadmaster post notices of the proposed
vacation of lots, blocks and streets in three (3) conspicuous places and that the date of
Hearing shall be November 20, 1968, Pacific Standard Time, at 10:00 a.m., in the Deschutes
County Courtroom, Deschutes County Courthouse.
IN THE MATTER OF
VACATION OF PORTION OF
PLAT OF MEADOW VILLAGE:
The Court at this time accepted a petition of Sunriver Properties, Inc., through
its President, Donald V. McCallum and made Resolution for the vacation of a portion of Plat
of Meadow Village, to -wit:
All of that portion of Meadow Village lying in Deschutes County, Oregon,
according to the plat thereof recorded June 20, 1968 in book 8 of the
records of plats of Deschutes County, Oregon at page 53 et.se.c.
Described as: Lots 1-6 inclusive of Block 7; and all of
Blocks 2,3,4,5,6,8,11 and 12 of said Meadow Village.
It was further ordered that the Deschutes County Roadmaster post notices of the proposed
vacation of lots, blocks and streets in three (3) conspicuous places and that the date of
Hearing shall be November 20, 1968, at 10:00 a.m., Pacific Standard Time, in the Deschutes
County Courtroom, Deschutes County Courthouse.
IN THE MATTER OF
FOSTER CHILDREN INSURANCE:
The Court at this time accepted Bend Insurance Agency's policy for coverage plan
for Health insurance for Juvenile Wards of Court, Foster children.
IN THE MATTER OF
RADIO EQUIPMENT BIDS:
At this time a motion was made by Commissioner G. W. McCann and seconded by
Judge D. L. Penhollow to accept bid and update the 450 System Radio Equipment. Commissioner
Dorothy Smead stated that the need is not justified at this time to go into this program
and she would rather update the old system. Motion was carried with this one dissenting vote.
IN THE MATTER OF
PERSONNEL IN
SHERIFF'S DEPARTMENT:
The Court at this time ordered the Deschutes County Clerk to place the name of
Robert Edward McMahon on the payroll for the Deschutes County Jail, to serve as Jailer,
starting October 1, 1968, at a salary of $400.00 per month, and,
The -Court at this time ordered the Deschutes County Clerk to place the name of
Jacquelyn Marie Brown on the payroll as a half-time secretary, starting October 14, 1968,
at a salary of $150.00 per month.
IN THE MATTER OF
PERSONNEL IN
TRI -COUNTY HEALTH DEPT.:
At this time the Court ordered the Deschutes County Clerk to place the name of
Mr. John R. Clark, Sanitarian I, commencing September 3, 1968, at a salary of $575.00 per

month: Crook County share (80%): $160.00 per month, Deschutes County share (20%):
$115.00 per month.

ROAD DEPARTMENT:
At this time the Court approved the request of the Deschutes County Roadmaster,
Charles L. Plummer, for the following raise in salaries:
Mrs. Dyann Lee, $326.00
Miss Ully Komar, $342.00
Mr. Mike Rempel, $480.00
Mr. Neil Mellon, $480.00
IN THE MATTER OF
REFUND OF BOND:
At this time the Court ordered, upon the recommendation of County Roadmaster
Charles L. Plummer, that the bond be refunded as Tillicum Village subdivision's roads
have been completed to the standards of the Planning Commission as they existed in July 1965•
IN THE MATTER OF
ORDINANCE CREATING
A PLANNING COMMISSION:
The Court at this time adopted an Ordinance No. 1-1-68 creating a Planning
Commission consisting of seven (7) members appointed by the County Court and setting forth
rules and regulations of said Commission.
IN THE MATTER OF
AGREEMENT TO VACATE
EDWIN RODGERS ROAD #331:
The Court at this time hereby agrees to vacate and convey to William Swindels, Jr.
and Ann J. Swindels, as husband and wife, that strip of land known as Edwin Rodgers Road #331,
in consideration of $1.00.
IN THE MATTER OF
LEASE AGREEMENT:
At this time the Court made an agreement between Gilchrist Timber Company and
Deschutes County whereby the county leases a plot of ground 100 feet by 150 feet on top
of Wampus Butte located in the northwest quarter of the northwest quarter (NWS) of
Section 2, Range 9 East, Township 22 South, for a period of ten (10) years from date of
this agreement for an agreed rental of ONE DOLLAR($1.00) per year, for placing thereon a
radio repeater station and all equipment necessary to operate said radio repeater station.
IN THE MATTER OF
ROAD ADVISORY COMMITTEE:
The Court at this time accepted the resignation of Robert C. Cooper on the
Deschutes County Road Advisory Committee and appointed Fred Meyers to serve this unexpired
term until July 1, 1970.
IN THE MATTER OF
INSTALLATION OF ACCESS:
The Court at this time granted a permit to Keith L. Newton to install access
on or across Deschutes County right-of-way.
IN THE MATTER OF
MOVING OF A BUILDING:
The Court at this time granted a permit to Carl Spencer to move a building
on or across Deschutes County right-of-way.

PERSONNEL IN TRI COUNTY
FAMILY COUNSELING CLINIC:
The Court at this time ordered that the Deschutes County Clerk place the
name of Dr. Maurice Bowerman of Tri -County Family Counseling Clinic, who replaced Dr. G.
Gordon Essert who terminated with the Clinic as of June 14, 1968; on the payroll at the
rate of $17.50 per hour for thirty-six (36) hours per month. Deschutes County's portion
is 60% or $378.00 per month.
IN THE MATTER OF
PERSONNEL IN
ABUNDANT FOOD DEPT.:
At this time the Court ordered the Deschutes County Clerk to amend the
September 18, 1968 Minutes of the County Court thereby changing the following: That Elsie
Holechek be named Storekeeper at a salary of $2.50 per hour and that John A. Holechek be
named as Clerk at $1.75 per hour.
IN THE MATTER OF
DIRECTOR OF
J -J BOYS' RANCH:
The Court at this time ordered the Deschutes County Clerk to place the name
of Roland Gerald Horn on the payroll as Director of the J -J Boys' Ranch, at the rate of
pay of $7200.00 per year, effective November 1, 1968.
IN THE MATTER OF
MOVING OF A BUILDING:
The Court at this time granted a permit to Ken Holman to move a building on or
across Deschutes County right -f -way.

DANCE HALT, PERMIT:
