County Road Policy
R E S O L U T I O N
This matter coming before the Court upon the recom-
mendation of its duly appointed Roads Advisory Committee,
The Court having made investigation and being ad-
vised,
THEREFORE BE IT RESOLVED That the Recommendations
of the Road Advisory Committee regarding Court policy con-
cerning County Roads, and attached hereto; be adopted and
herewith become the stated policy of the Deschutes County
Court.
Adopted this 17th day of April, 1968.

T:;e policy as follows shall be used as a guide to determine the prorer
ad:;;inistration and responsibility of the roa.ds to ho used by the public in
Dschutes County. Although every possible detail is not outlined in this
policy, it is most likely that any given situation will fall within the
fra:Jewerk of one or more of the following six catagordes. Each situation
shall be reviewed on the objPctive facts as they. correspond to the followirig
policy.

The order in which 1..ninrreved county roads are to be improved
shall ba based on a priority system established by tho criteria
as listed in the N.A.C.E. manual.

All roads within a subdivision shall be the responsibility of
the subdivider or the people who live within the boundary of the
subdivion to improve the roads at their expense and to a standard
acceptable by Deschutes County.
III. ESTABLISHING N4 :OUTES
The justification of establishing new routes should meet one or
more of the following conditions;
1. The proposed route should ho of arterial nature, with the
major portion of the projected traffic bein:z persons other
than those residing in the immediate area.
2. The proposed route should be a main access to a non-profit
recreational area Cr public facily.
3. The proposed route should be a princi;oal route to facilitate
school bus and mail delivery.
4. The proposed route should be in the beat interest of the
public to be acceptable as a county road.

1. The public road should integrate with other roads as a cal:-
necting route in a manner that affords reasonable continuity.
Ii it becomes necessary to acquire additioral right-of-way
to facilitate connection to the existing system, the necessary
right-of-way must be provided at the time of acceptance.

public road should serve the boot interest of the publsie.

Deschutes County. The design standard shell be established
by the Deschutes County Road Department for each road peti-
tioned.
FCLICY FOR ACrUIRING RI(MT-OF-=
When right-of-way is needed to facilitate new construction or the
reconstruction of an existing road, the County should use the most
economical method in acquiring the necessary right-of-way.
If the route under construction is .oetitioned expressly by the
people who reside along the rot, and additional right-of-way
is needed, the petitioners should grant the richt-of-way by
deed and be responsible for their own fences.
