R E S O L U T I O N
This matter coming before the Court on its own petition
and the Court having made investigation and being advised and,
It appearing that Rules & Regulations for the Deschutes
County Road Advisory Committee have been formulated and,
It appearing that these Rules & Regulations for this
committee are necessary to best serve the public interest,
IT IS HEREBY RESOLVED That Rules and Regulations of the
Deschutes County Road Advisory Committee, as attached hereto, be
adopted for the procedural activity of the committee.

DESCHUTES COUNTY ROAD ADVISORY COMMITTEE
RULES AND REGULATIONS
1. A group shall be formed to be down as the Deschutes County Road Advisory
Committee.
2. It shall consist of eight members, membership as follows:
(a) Seven members appointed by the Deschutes County Court.
(b) One member who shall also be a member of the Deschutes County
Planning Commission, and who shall be appointed by the Planning
Commission Chairman.
(c) One appointed member of this Committee shall be named Chairman of
the Committee by the County Court.
(d) The Deschutes County Roadmaster and members of the Deschutes County
Court shall be ex officio members of this Committee.
3. The duties of this Committee shall be:
(a) To name county roads in accordance with geographical names standards.
(b) To devise an equitable formula by which it may determine whether or
not any existing road or highway, or any proposed road or highway may
become a county road as defined by law.
(c) To devise an equitable rating system for providing a test of eligibility
for construction and /or improvement of each road or highway in the
Deschutes County Road system.
(d) To formulate a long range program for the orderly improvement of the
Deschutes County Road system.
L.. The duration of this Committee shall be continuous until ordered otherwise
by the Deschutes County Court.
5. The duration of each appointed member's service on this Committee shall be
three years or as otherwise designated by the Deschutes County Court.
6. No appointed member shall be paid any salary nor other remuneration for
service on this Committee.
7. Four members shall constitute a quorum for voting purposes, until such time
as a Planning Commission is formed, when one member of the Planning Commission
shall be appointed to the Road Advisory Committee and at that time five members
will constitute a quorum.

8. Regular meetings shall be held at such times and places as the Committee
shall determine. Special meetings shall be called by the Chairman when
necessary, and reasonable notice of such meetings shall be given to all
members.
9. No meeting shall be closed to the public.
10. Unless noted otherwise, all proceedings shall be called by the Chairman
and governed by Roberts Rules of Order.
11. Nothing in these regulations shall conflict with applicable Oregon Law.
12. It is expressly herein understood that the function of this Committee is
research, recommendation and explicitly advisory to the Deschutes County
Court. Its formulae, naming, numbering, programming and work of similar
nature shall not have the effect of county policy until so adopted, endorsed,
and ordered by the County Court.
13. This Committee shall hold public hearings when and where it deems advisable.
Proper, reasonable, and adequate notice of such hearings shall be given.
14. This Committee may avail itself within reason and within need, of the
records, service, and counsel of personnel employed by Deschutes County.
15. This Committee may at any time make such farther rules and regulations as
it may require solely for its conduct and proceedings.
