MINUTES OF STAFF MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, AUGUST 31, 2004
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Dennis R. Luke and Tom De Wolf,• Commissioner
Michael M. Daly was out of the office. Also present were Mike Maier, County
Administrator; and department staff: Judith Ure, Anna Johnson, Connie Thomas,
Susan Ross, Tammy Credicott; and Mark Pilliod, Legal Counsel. No
representatives of the media or other citizens were present.
The meeting began at 2:10 p. m.
1. Discussion of Allocation of Staff Duties within the Department.
Tom DeWolf said that he wanted to be sure everyone is clear on the intent of
bringing an additional staff person into the department. The primary reason is
to cut down on the necessity for the payment of overtime and excess comp time.
It's understood that some overtime will be necessary when there are after-hours
meetings, etc., but with the addition of another staff person, most overtime
should be eliminated.
A computer with transcription software is being installed in the extra office for
the use of Andrea Blum for her work regarding the Sheriff's permanent funding
committee's meetings. However, other staff should be able to take some time
during the regular work day to use that office for some uninterrupted time to do
transcription and other jobs.
Once the new secretary, Liz Oja, is adequately trained, she can begin assisting
Tammy Credicott with property management work, since 25% of the new
secretary's time was allocated for that purpose.

2. Discussion of Artwork in New Building.
Commissioner DeWolf stated that there are several types of artwork being
considered for placement in the interior of the building: the Arts Central
rotation, historic photos, employee artwork, and the Commissioner photo
project.
After a brief discussion, the consensus of the group was that the Arts Central
artwork should be placed in the most public lobbies: the Clerk's, Personnel's
and the Commissioners'. This placement of artwork will occur at the next
rotation in a couple of months.
The historic photos are to be grouped in the upstairs hallway, and Anna Johnson
will find out the cost of enlarging some of the photos. In addition, she is to
work with the Deschutes Historical Society and the local newspapers to locate
other photos that would be suitable. The historic photos would also be placed
in the upstairs lobby meeting room and the upstairs conference room. Mike
Maier suggested that historic photos of the cities also be included.
An artwork display liability release form was distributed for review. It would
be the form that employees would sign if they wish to have their artwork
displayed in the building. There is more than adequate wall space available.
The Commissioner photos will be placed in the downstairs lobby of the
building. Anna Johnson has most of the photos but is still seeking others
through various efforts.
3. Other Items.
Commissioner Luke expressed concern over possible liability regarding
playground equipment to be placed outside the child care center. Mark
Pilliod advised that this type of equipment is obviously used by schools and
park districts. Care should be taken that only quality equipment is used, and
that the designer and installers know what they are doing. A strong liability
policy for the child care provider is necessary.
Susan Ross was instructed to speak with the schools or the park district to
find out what products they have purchased and who handles their
installations.

Commissioner Luke asked that an electronic reader board be installed in the
downstairs lobby so that information regarding meetings and their locations
can be read by the public as they enter the building. Susan Ross will check
on the cost.
The Board asked that the County logo be painted on the wall behind the
Commissioners' dais in the downstairs conference room. Because of the
electronically operated screen, nothing can be placed on that wall that's
more than an inch or so deep, so no other way of showing the logo will
work.
The group discussed when the official open house for the building should be
scheduled. It was decided that November 9 would work best, as all of the
Commissioners will be available and the remaining large pieces of artwork
that were supposed to be delivered some time ago should be here. Anna
Johnson will coordinate the open house event with the staff of other
departments and the State offices downstairs.
Being no further items addressed, the meeting adjourned at 2:45 p.m.
