Daly, Dennis R. Luke and Tom DeWolf. Also present were Mike Maier, County Administrator; Tammy Credicott, Property Management; Anna Johnson, David Givans, and Susan Ross, Commissioners' Office; and Mark Pilliod, Legal Counsel. Present for part of the meeting were Mike Viegas, Risk Management; Dennis Perkins, Community Development, David Welsh, CIDA; and representatives of Keeton -King; Arland Keeton, Mary Campbell, and Matthew Snyder. No representatives of the media were present. The meeting began at 1: 30 p.m. 1. Discussion Regarding Agreement with Bend Park & Rec Regarding the Pine Nursery/Canal Property Transaction. Mark Pilliod said that the IGA with Bend Park and Rec will need to be changed, and the County will need to release the reversionary clause on the canal property. The interpretation of the IGA can't be changed, so the description of the right-of-way would be changed. Mr. Pilliod wanted the Board to know that the Park District will be coming up with a new proposal because legislation denied their right to transfer a portion of the property. The County will need to identify another property to attach the reversionary clause. The dedication is still planned. At 1:15 the Board went into executive session for a personnel matter under ORS 192.660(1) (i). At 1:45 the Board came back into the Admin Liaison meeting. Minutes of Administrative Liaison Monday, August 16, 2004 Page 1 of 5 Pages 2. Discussion of "Junk Yards" on Privately -owned Property. Tammy Credicott explained that County -owned property located in South County has a substantial amount of garbage and abandoned vehicles on it. A code enforcement process is required, and tow companies can't remove the vehicles unless we authorize them. Commissioner DeWolf said he received a call from a resident who had a neighborhood meeting regarding the lot. He would like County to initiate cleaning up the lot. Ms. Credicott said that the spill over is not taking up the entire lot but it is the worst one in South County. Commissioner Luke asked if we were setting precedence and if there are any environmental problems. Ms. Credicott said there is garbage but we won't know about environmental issues until it is examined more closely. Ms. Credicott said the property line needs to be determined. The Board was in agreement that $2,000 could be spent on towing after the survey is completed to determine the property line. If the costs are going to exceed that amount, Ms. Credicott was directed to come back to the Board. 3. Discussion of Grand Opening Details. Anna Johnson went over the details of the upcoming Grand Opening in October. Ms. Johnson discussed the plans for artwork and Commissioner DeWolf said the artwork should be here in September, in advance of the Grand Opening. Ms. Johnson asked if the "Inside Deschutes County" episode regarding the Sheriff Office's matrix should air. It has been revised to address sensitivity issues. Commissioner Luke said the public needs to know what is going on, and the video explains what matrixing is. The group gave the go ahead for the project. 4. Presentation of Phone Long Distance Plans. Renee Warner went over the Long Distance Plans that are available to the County this year. The current contract with Unicom is expiring and she is recommending that we now go with ATG (owned by General Electric.) ATG is offering the lowest rate. Ms. Warner will have a local representative to work with. Minutes of Administrative Liaison Monday, August 16, 2004 Page 2 of 5 Pages LUKE: Move approval for Mike Maier to work with Renee on a contract with ATG for $.03 per minute on long distance. DEWOLF: Second. VOTE: LUKE: Yes. DEWOLF: Yes. DALY: Chair votes yes. Mr. Maier asked for an analysis of our phone service. Ms. Warner said that Joe Sadony said he could do something in the next seven months. There could possibly be savings in other areas. Ms. Warner also said that the 36 -month contract could be cancelled at any time with dissatisfaction of service. 5. Building Projects Update. Deschutes Services Center Building Susan Ross went over the Deschutes Service Center building ADA issues. Arland Keeton received Bob Pike's final version of the ADA report. David Welch reviewed the original draft and sent the County a copy of their responses. Some of the items are not applicable. Keeton -King claims they did follow ADA guidelines on the construction of the building. Mr. Welch still needs to go through the newest draft and review specific items in the ADA architectural guidelines. Mary Campbell said the first draft had 42 items, and some of them have already been addressed. Commissioner DeWolf asked if the Board would be getting a copy of the next report, and Mr. Keeton indicated they would. He also said his company will probably not agree with every issue but will take care of those items that they feel they are responsible for. Ms. Ross said some items will be taken care of by the County, such as signage issues. One of the neighbors complained about the outside lights being too bright at night. Mr. Keeton is taking care of the lighting issue at this time. Minutes of Administrative Liaison Monday, August 16, 2004 Page 3 of 5 Pages Alyce Hatch Center Susan Ross said that she received a letter for a loan proposal for the Alyce Hatch Center. They would like to pay $20,000.00 now and carry the remaining $30,000.00 of the loan for 1 more year. DALY: Move approval to accept their proposal of $20,000.00 paid now and the terms to be rewritten for the remaining $30,000.00 to be paid in one year. DEWOLF: Second. VOTE: DEWOLF LUKE: DALY: 6. Other Business. Yes. No. Chair votes yes. Recreational Vehicles at the Fairgrounds Commissioner Daly asked if the Fair Director should enforce R.V. dealer licensing issues at the Fairgrounds. Mr. Maier said the enforcement agency is the D.M.V. It was agreed that the license to sell R.V.'s 50 miles away from a dealer's area is a D.M.V. license issue and they should enforce these licenses. County policy should have a comment that the license is required. Redmond Property Mark Pilliod said the Redmond property split is seen differently by the City of Redmond. He will continue to work with them to change the IGA as there seems to be miscommunication on the terms. Mr. Maier said there is no end date on the timeline and he recommended setting an ending date. He suggested getting word to the City that someone from the City should be at the meeting on Thursday. Mr. Pilliod will work with them on a November 2004 end date and other issues. Being no further items brought before the group, the Administrative Liaison adjourned at 2:55 p. m.
