BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON
An Order Rejecting all Proposals for
an RFP for LaPine Area Thinning Project
ORDER NO. 2004-082
WHEREAS, Deschutes County ("County") was awarded a National Fire Plan Grant with a budget of
$109,000 to reduce wildfire hazard on an approximately 500 acre property owned by the County north of the La
Pine Unincorporated Urban Community; and
WHEREAS, on September 10, 2004, the County issued a Request for Proposals ("RFP") for the work
described in the grant; and
WHEREAS, at 2:00 p.m. on September 28, 2004, the time and date set in the RFP for opening
proposals, the County received and opened two qualifying proposals; and
WHEREAS, one offer listed offer prices for the respective project areas listed in the RFP as follows:
Unit A - $144,000 ($1712/acre); Unit B - $50,700 ($2600/acre); Unit C - $491,200 (15,06/ac); and
WHEREAS, the second offer listed offer prices for the respective project areas listed in the RFP as
follows: Unit A $52,562 ($625/ac) and Unit B $27,300 ($1,400/ac); and
WHEREAS, ORS 279.035 and OAR 137-030-0102 allow a contracting agency to reject all offers for
good cause upon a finding that it is in the public interest to do so; and
WHEREAS, the prices presented by the Offerors are too costly to justify acceptance and thus, it is in the
public interest to reject all offers; now therefore,
THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, HEREBY
ORDERS as follows:
Section 1. Based upon the above findings, all offers in response to Fire Fuel Thinning RFP published
beginning on September 10, 2004 are hereby rejected.
