REGULAR DEPARTMENT UPDATE — SHERIFF'S OFFICE
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, AUGUST 25, 2004
Sheriff s Office — Conference Room
Present were Commissioners Michael M. Daly and Dennis R. Luke. Also present
were Mark Amberg, Legal Counsel; Les Stiles and Jim Ross, Sheriff's Oce;
Susan Ross and Anna Johnson, Commissioners' Office; Mike Maier, County
Administrator; and Mary Braddock of the Sheriffs Office, who acted as recording
secretary.
The meeting began at approximately 3: 30 p. m.
1. Discussion regarding Polygrapher Services
The group discussed a Polygrapher who was operating without a license, and
the possible implications for some persons who may currently be incarcerated.
The Sheriff is working on the problem and will talk with Becky Wanless of the
Parole and Probation Department about this.
2. Discussion of Jail Expansion Planning.
Undersheriff Blanton has arranged for Ron Taylor of the OMNI Group to be in
Bend on September 23, 9 a.m. to 12 noon. He would like the Commissioners
and Legal Counsel Mark Amberg to attend as well. They will consider the
following: Phase I - review and update of the master plan; Phase II - pre -
architectural planning; and Phase III - design liaison. It is estimated that the
work on developing plans these three phases will cost about $100,000. A
question was raised about including all DCSO buildings in this process.
3. Update on ADA Compliance Issues.

Mike Maier said he is preparing a proposal to the Commissioners that includes
three basic categories of work. The first category includes items that existing
County staff can work on that are the smaller fixes or repairs. The second category
includes sole source items, such as elevator work. The third category includes
larger projects that would require a construction contractor. He is suggesting
hiring a temporary special ADA crew that would work Thursdays through Sundays
during the winter season. The County has four years to finish the necessary work.
The Sheriff's Office is doing some of the smaller items on the ADA punch list
already. Jim Ross asked if a project number should be assigned for these repairs in
order to track them.
Being no further items addressed, the meeting adjourned at 3:50 p.m.
