Daly, Tom De Wolf and Dennis R. Luke. Also present were Mike Maier, County Administrator; Susan Ross, Commissioners' Oce; and media representative Chris Barker of the Bulletin. The meeting began at 1: 30 p. m. 1. Discussion of Display Booth Installation. After a brief discussion, it was decided that the best location to install the display booth is in the lobby outside the first floor hearing rooms. 2. Project Update. Susan Ross stated that some change orders need to be approved regarding the Justice Center project. The change orders represent a credit for unneeded millwork; the amount would be applied to systems furniture. A deduction also needs to be approved for the control system for the HVAC system, due to a change in the control system provider. In addition, a deduction needs to be made because the connector between the buildings will not be needed until the District Attorney's Office moves out at some point in the future. LUKE: Move approval of these change orders. DEWOLF: Second. VOTE: DEWOLF: Yes. LUKE: Yes. DALY: Chair abstains. (Split vote) Minutes of Administrative Liaison Monday, October 11, 2004 Page 1 of 3 Pages Ms. Ross stated that regarding the shed area used by the State, they have agreed to pay half of the cost; the County will pay the other half, in the amount of $5,000. She advised the Board that one of the State employees has complained about there being not enough humidity in the new building, and has had extensive absences that she attributes to this. Ms. Ross explained that the cost estimate on the Courthouse remodel would be higher than anticipated. The HVAC system is in poor condition, and the restrooms are not ADA compliant. A fire escape is needed, as well as a sprinkler system; these items were not required at first but now are necessary per the Fire Marshal. The total cost of these changes is approximately $1 million. Originally only minor remodeling was anticipated. She was instructed to analyze the project list and project development fund and report back to the Board with suggestions at the next meeting. 3. Executive Session. The executive session that had been posted regarding 9-1-1 union contract negotiations was cancelled, as the contract has been approved by the members of the union. 4. Other Items. Mike Maier said the manager of the Fair & Expo was approached by a group that wanted to put in a water park at the Fairgrounds. They were asked to provide detailed on their organization, plans, funding and so on; however, at this point nothing further was heard from them. Since that time, representatives of Mt. Bachelor Corporation have indicated an interest in installing a water park. They've been asked to provide a preliminary proposal that will be reviewed by the Board of Commissioners and the Fair Board. If there is an interest at that point, the City would then be involved. Potential earnings would go towards servicing the Fair & Expo Center debt. Minutes of Administrative Liaison Monday, October 11, 2004 Page 2 of 3 Pages A group has asked to make a presentation on the Badlands area east of Bend at a future Board meeting. The Commissioners indicated that due to the full schedule through October, it would be best to schedule this presentation after the first week of November.
