MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, OCTOBER 5, 2004
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tom DeWolf was out of the office. Also present was Mark Pilliod, Legal Counsel.
No representatives of the media or other citizens were in attendance.
The meeting began at 1: 30 p. m.
1. Discussion of United Way Campaign.
This item will be addressed at a future date.
2. Communications Update
Since Anna Johnson was out of the office, this item will be addressed at the
next Administrative Liaison.
3. Discussion of Bend Metro Park & Recreation District Intergovernmental
Agreement.
Mark Pilliod stated that in regard to the reversionary clause that would be
moved from the Pine Nursery property to another property, Hollinshead Park
already has a reversionary clause in place, to the heirs. Therefore, Blakely Park
is the obvious choice. The other issue is allowing a 100 foot right of way at the
27th Street extension.
LUKE: Move approval of moving the reversionary clause to Blakely Park. It
would revert to the County if in the future an attempt were made to
convert the use of the property to other than park and recreation use.

DALY: Chair votes yes.
Mr. Pilliod stated that he has been working on the language of the documents
relating to the sale of the Antler Avenue property to the City of Redmond. The
most difficult part is the interest computation and profit sharing portion.
Commissioner Luke suggested that "shall" language relating to the seven
members be changed to "will". Mr. Pilliod stated that the City appoints the
committee, which would only deal with increases in fees outside the budget
process.
Commissioner Luke said that sixty days prior is too soon; Mr. Pilliod suggested
that four months in advance of budget adoption would be more appropriate.
Mr. Pilliod was instructed to create a "white paper" to help with the education
of the Council, listing the requirements and extras.
Being no further items addressed, the meeting adjourned at 2:25 p.m.
