MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, NOVEMBER 30, 2004
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly, Tom De Wolf and Dennis R. Luke.
Also present were Mike Maier, County Administrator; and Susan Ross.
No representatives of the media or other citizens were present.
The meeting began at 2: 00 p. m. The main topic of discussion was which projects
should be included in the proposed bond issue.
The group discussed various projects that perhaps should be included in the
proposed bond. These items included the Courthouse remodel, the daycare center
building remodel, the OMNI study of an expansion of the jail, an RV park, covered
arena and horse stalls at the Fairgrounds, and ADA improvements in various
County buildings.
Mike Maier indicated that the old Deschutes Services Building will probably bring
in about $100,000 revenue from rents; it has been pointed out to him by Realtors
that the more than adequate parking is a real plus.
In regard to the OMNI study of the jail, Commissioner DeWolf stated that there
must be industry standards regarding jails, and since the original jail was
configured to be duplicated in size, he wants to make sure this is still possible.
Susan Ross will set up a meeting with the Sheriff to discuss this item further.
Ms. Ross said that if a bid exemption is not allowed for the Courthouse work,
about $200,000 should be added to the cost because there would be a cost savings
to use the contractor who is already doing some of the work. Commissioner Luke
stated that in this case a bid exemption may be justified, but he wants to wait until
the public hearing takes place before deciding. The hearing is scheduled for the
Monday, December 20 Board work session.

Ms. Ross explained that the Fire Marshal indicated a sprinkler system is needed for
the Family Services Building (the old Administration building), due to the
childcare center.
DEWOLF: Move approval of adding this to the bond.
LUKE: Second.
VOTE: DEWOLF: Yes.
LUKE: Yes.
DALY: Chair votes yes.
In regard to the Veterans' Memorial Park in front of the Courthouse, the
veterans ` council has reviewed the plans and likes it. The Board asked that the
plans be approved in a regular Board meeting sometime in January, with the
veterans' group there to sign off on the plans.
Dan Despotopulos of the Fairgrounds has advised that the RV park has been
approved by the City of Redmond. He also would like a covered arena and
horse stalls installed. He believes he may be able to get some sponsorship for
the stalls and arena. In any case, he has indicated that the cash flow from these
improvements should more than cover the debt service.
Susan Ross added that the County is eligible for parks funds from State vehicle
license fees, and should be able to get a greater amount if there is a County RV
park operating.
A private/public partnership for the construction and operation of the RV park
was suggested to Mr. Despotopulos; however, it would not allow the flexibility
he needs when booking events.
The Board requested that in the near future Mr. Despotopulos and Marty
Wynne bring a proposal for the Board to consider.
The Commissioners then discussed a request from EDCO for a pledge to help
get Delta Airlines to provide jet service to the area. If area businesses pledge at
least $500,000 within the next week, Delta will commit to providing service.
Commissioner DeWolf indicated he was not supportive of this. Commissioner
Daly said he does support it. Commissioner Luke was undecided at this point.

The Commissioners again discussed how to handle requests for lottery grant
funds. Commissioner Daly stated that he feels everything the Board has done
thus far is appropriate. Commissioner DeWolf indicated that the donations may
have been good, but the process is lacking.
Commissioner Luke said that he doesn't want a citizen group or committee
making these decisions, as he likes the ability to be flexible when the need for
funds is urgent. This item will be discussed further at a later date.
Being no further items addressed, the meeting adjourned at 3: 00 p.m.
