WHEREAS, it is necessary to transfer appropriations within the Deschutes County Budget;
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES
COUNTY, OREGON, as follows:
Section 1. That the following transfers of appropriations be made:

On Monday the Board conceptually approved a recommendation by the County Administrator
(and myself) to make the necessary appropriations and budget transfers and to authorize my
office (and the Community Development Department) to hire a temporary, parttime employee,
Larry Shaw, to conduct necessary investigations relative to claims made against the County
under Ballot Measure 37 (adopted by the Oregon electorate in November). Jeanine Faria has
graciously assisted me in preparing the necessary spreadsheet illustrating the appropriate
budget adjustments to the County general fund. I would appreciate your preparing the
necessary resolution for Board approval of this transaction. Please let me know if there

resolution to provide the resources and to appropriate the resources for your temporary
help needs.
Please send an email to Marty Wynne, with a copy to Judi Hasse, requesting the Finance
Department to prepare the necessary resolution. Please provide a brief explanation in
your email. The email received by Marty and Judi will be printed and attached to the
resolution as supporting documentation for the resolution.

Unless you have already done so, it sounds like you will require a resolution for the
Board to approve a transfer of appropriations and cash transfer from the General Fund, as
well as additional appropriations in the Legal internal service fund. Regarding the Legal
internal service fund, we will need to know which specific line -item categories are
affected. Please let me know.

Subject: Larry Shaw
Yesterday the BOCC authorized the hiring of a temporary parttime person to assist my
office in the investigation and negotiation of Ballot Measure 37 claims. This person,
Larry Shaw, will need ID, a key to the offices and computer password access. We will
probably set him up wherever we can provide some temporary space; he won't have a
dedicated computer or work station, although he may end up spending most of his time
either in the office library or the courthouse library.
He happens to be a retired attorney, who should provide considerable assistance with
gathering, analyzing and preparing cases arrising from this new law.
The pay rate (without benefits) is $30 per hour. The Board has authorized a budget
transfer of $10K from General Fund contingency.
