MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, DECEMBER 8, 2004
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly, Tom De Wolf and Dennis R. Luke.
Also present were Mike Maier, County Administrator; and Tammy Credicott,
Property Manager. No representatives of the media or other citizens were present.
The meeting began at 9:00 a. m. The primary purpose of the meeting was to
discuss property management issues.
Ms. Credicott provided an updated spreadsheet of existing projects. The group
then discussed how to handle the property management workload, especially since
Ms. Credicott will be on maternity leave in the near future.
The choices discussed were:
• Having a temporary employee handle the telephones; however, not enough time
is available to train someone on much of the work.
• Leave a voicemail message that property management issues won't be
addressed for several months.
• Have a current Commissioners' Office employee, perhaps Liz Oja, work with
Ms. Credicott ten hours a week to learn some of the aspects of the work, and
have the phones transferred to Ms. Oja or to Legal Counsel.
Ms. Credicott said that Ms. Oja needs to complete updating the file system before
taking on new work.
Mr. Maier stated that the department position was vacant previously, but the
County had a real estate agent of record to handle some of the work during that
time.

Commissioner Luke expressed concern that citizens are asking to purchase
unbuildable lots, which are mostly tax foreclosures located primarily in southern
Deschutes County, and are frustrated by not being able to do so. A plan should be
developed to sell these lots so the new owners can clean them up. He suggested
that these properties be researched by the Assessor, and the history of the
properties established as to whether they are buildable. Ms. Credicott said that
Catherine Morrow of Community Development is looking into this issue.
Mike Maier suggested that an RFP be developed for real estate companies to
market the properties, with a portion of the proceeds to go towards Habitat for
Humanity. Ms. Credicott said that the transfer development portion needs to be
determined by Community Development first. Mr. Maier emphasized that
someone should handle the entire project so the County doesn't have to get
involved in all of the detail work.
Commissioner DeWolf stated that he is concerned about potential fire danger and
would like to see the properties dealt with as soon as possible.
It was decided that a meeting should be scheduled, including Ms. Morrow, to
discuss how to handle these properties.
Being no further items addressed, the meeting adjourned at 10: 00 a. m.
