MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, DECEMBER 20, 2004
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly, Tom DeWolf and Dennis R. Luke.
Also present were Mike Maier, County Administrator; and Judith Ure and Susan
Ross, Commissioners' Office. No representatives of the media or other citizens
were present.
The meeting began at 9:00 a.m. The primary purpose of the meeting was to
discuss refinements to the video lottery fund grant process.
Commissioner DeWolf observed that all of the lottery grants involve choices. He
feels that the grants given by the Commissioners in the past can all be justified and
were appropriate.
He added that the availability of grant funds should be advertised more and
information placed on the website so that additional people and agencies would be
aware of it.
Mike Maier said that there may be groups that are not non-profit who would like to
apply. After a brief discussion, the Board indicated it should be limited to non-
profit agencies. Other groups could apply for funds through the regular budget
process.
Commissioner Luke stated that he is concerned the amount given to each
Commissioner is too high. Commissioner DeWolf replied that it is even less than
in the past, although some larger grants are authorized off the top and not from the
Commissioners' individually handled accounts.

Commissioner DeWolf said that the grant process should be handled through a
central clearinghouse, with copies of all grant requests given to all three
Commissioners so they are all aware of what is being requested. Susan Ross is to
coordinate this process, and any grants to be awarded are to be listed individually
on the Board's agenda under the voucher approval section.
In addition, the group receiving the grant is to acknowledge it and provide proof
that it was spent appropriately.
Judith Ure will work on refining the request instructions and form. It is to include
a clause that the County can audit the agency's records if desired, and also should
make it clear to the agency that the information is subject to public disclosure.
After the Board approves the revised documents they are to be placed on the
County's website.
Being no further items addressed, the meeting adjourned at 9:35 a.m.
