MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JANUARY 3, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly, Tom De Wolf and Dennis R. Luke.
Also present were Mike Maier, County Administrator; and, for a portion of the
meeting were Mark Pilliod and Mark Amberg, Legal Counsel; Joe Studer, Anna
Johnson, David Givans and Susan Ross, Commissioners' Office; Debbie Legg,
Personnel; Mike Dugan and Darryl Nakahira, District Attorney's Office; and
Becky Wanless, Parole & Probation Department. Also present for part of the
meeting were Tom Anderson, Dennis Perkins, Kevin Harrison and Catherine
Morrow, Community Development Department; and Jan Eggleston, Deschutes
Children's Foundation.
No representatives of the media or other citizens were present.
The meeting began at 1: 30 p. m.
1. Presentation of a Request for Funding — Deschutes Children's Foundation
Jan Eggleston provided an overview of a proposed facility to be located off
N.E. Daggett Lane in Bend, near Ensworth School. This facility would
primarily address the needs of families with children, in particular early
childhood programs. Mountain Star Relief Nursery is located at the site
already. Five acres, which was long ago part of the City of Bend's landfill, has
been donated by the City.
The Kid's Center and other early childhood programs would be located at the
site. Most of them are now housed in the Rosie Bareis campus on 14`h Street;
however, the programs are located on both sides of 14`h Street, which means
clients of the programs often have to cross a busy street.

The fundraising goal for 2005 is $2.75 million, of which about $1 million will
come from the community, and the balance from grants. A total of $3.4 million
will be needed, which includes the land that is already owned. The expansion
will allow for more much needed room for the Kid's Center and other family
services.
Commissioner Luke advised that the County's budget process is starting soon,
and this can be an item for discussion. Commissioner DeWolf said that it is
important for the County to find out what the State will be doing with funding
for human services programs before making a commitment.
2. Discussion of Deputy District Attorney Vacant Positions.
Mike Dugan explained that three of his Deputy District Attorneys have left the
County or will be doing so soon, resulting in unfilled positions. He said that the
case load is very high and the positions need to be filled very soon. One of the
positions is in Juvenile Community Justice.
Commissioner DeWolf stated that the Courts and others are not supportive of
the Juvenile Justice position, and that there are other issues besides the situation
in the District Attorney's Office affecting the general fund.
Mr. Dugan said that the Commissioners have always been committed to public
safety and these three positions were approved by the Board previously. The
caseload continues to increase, resulting in some cases being settled that should
have not been.
Commissioners Daly and Luke indicated their support in filling the vacant
positions. However, Commissioner Luke asked that someone outside of the
District Attorney's Office be allowed to sit on the interview panel. Mr. Dugan
will keep the Board advised of progress in the recruiting process.
3. Communications Update.
Anna Johnson stated that the Citizen Update is being developed. Also, the new
employee orientation video is being updated. The Portland State University
course starts on January 6, and all ten sessions are full.

4. Forester's Update.
Joe Studer advised the Board that he is working with various entities on
community fire plans, including the Upper Deschutes Coalition. There are
some political problems dealing with the various groups and individuals, but he
believes common ground has been found on most issues. Commissioner Luke
observed that groups and people come and go, but government needs to be
involved to give some permanence to what is being done.
Mr. Studer said that the Oregon Department of Fish & Wildlife grant
application is in process at this time.
Regarding the proposed Badlands wilderness designation, he has met with a
number of groups to gather input. He needs to meet with one more group, after
which time he will be drafting a staff paper for the Board to review. He added
that there is a lot of common ground, but some big issues where there is no
agreement.
He stated that in his opinion a public hearing on this issue will bring no new
information to the Board. The Commissioners replied that this may be so, but
the public should be allowed to react to the information that has been gathered
and voice their comments in a public forum.
5. Other Items.
At this time the Board adjourned in order to go into executive session under
ORS 192.660(1)(b) regarding personnel issues.
After the executive session concluded, the Board took action as follows.
LUKE: Move the Board authorize supplement workers compensation
payments for Frank Dietsch, which will be debited against his
time leave accrual.
DEWOLF: Second.
VOTE: DALY: Yes.
LUKE: Yes.
DEWOLF: Chair votes yes.
Being no further items addressed, the meeting adjourned at 3:25 p.m.
