Luke and Michael M. Daly. Also present were Mike Maier, County Administrator; Larry Blanton, Sheriff's Office; Laurie Craghead, Legal Counsel; Ken Harms, Risk Management; Joe Studer) Forestry Specialist; Tom Anderson, George Read and Kevin Harrison, Community Development; and five other citizens. No media representatives were in attendance. Chair Tom De Wolf opened the meeting at 10:02 a.m. 1. Before the Board was Citizen Input. None was offered. 2. Before the Board was of a Public Hearing and Consideration of Signature of Order No. 2005-002, Approving the Annexation of the Foss Annexation of Territory into the Terrebonne Domestic Water District. Laurie Craghead advised that there had been a problem with the original description of the property, as it did not match the map. The legal description was since revised to comply. All appropriate notices were done, and approvals from other agencies have been obtained as required. No comments were received from the public. Chair De Wolf opened the public hearing. Before the Board was Consideration of Signature of Document No. 2005- 046, an Intergovernmental Agreement between Deschutes County and Rural Fire Protection District No. 2 regarding Coordinated Efforts relating to Wildfires and Other Natural Disasters. Joe Studer stated that the intergovernmental agreement is to accommodate work between the County, the RFPD, and the City of Bend to expand Project Wildfire's "Fire Free" event and other projects countywide. The agreement outlines a $40,000 annual expense. This particular agreement would cover actions through June 2005, at which time it would need to be renewed. A portion of the funds come from Title III, with the balance from the legislature. Tom Fay, the Manager of the RFPD, stated that an individual will be working under the supervision of RFPD No. 2, and part of that person's duties will be covering Project Wildfire and Fire Free work. Before the Board was Consideration of First Reading of Ordinance No. 2005-003, Amending Chapter 8.16 of the Deschutes County Code Defining Outdoor Mass Gatherings. Kevin Harrison gave a brief overview of the reasons for the Ordinance, which rewrites a section of the existing Code to match State requirements. The Commissioners and Planning Commission already held a joint hearing in 2004. Minutes of Board of Commissioners' Meeting Wednesday, January 26, 2005 Page 2 of 7 Pages This Ordinance will cover two types of gatherings, based on the number of people who may attend and the length of the event. Applications will come into Community Development for review, and the criteria will evolve primarily around public health and safety. In both cases the permits will be enforced by the Sheriff. The Board will also need to adopt the processing fee schedule. It is suggested that permit fees be set as follows: $500 for the smaller gathering, $1,000 for the larger gatherings, and $675 to submit appeals. Laurie Craghead stated that these applications are not a part of land use regulations, per Statute. She added that there are a few typographical errors to be corrected in the document prior to signature. The second reading and consideration of adoption will take place at the Wednesday, February 9 Board meeting. 5. Before the Board was Consideration of Signature of Resolution No. 2005- 014, Transferring Appropriations within the Deschutes County Insurance Reserve Fund. Ken Harms explained the reasons for the Resolution. It is proposed that two defibrillators will be placed in buildings that are two stories, per his projections. (A copy of the cost and anticipated number of defibrillators is attached as Exhibit A) He said some of the money will come from Safety Committee stipends. The new Deschutes Services Building should have three - one for the County's upstairs area, one for the downstairs meeting area, and possibly one for the State side of the. building.
