DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JANUARY 12, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly, Tom De Wolf and Dennis R. Luke.
Also present were Mike Maier, County Administrator; Don Webber, Emergency
Services; Mike Berry, Surveyor; Joe Studer, County Forester; Susan Ross,
Commissioners' Office; Tom Blust, Dan Sherwin and Roger Olson, Road
Department; and Justin Kimball, student. No representatives of the media were
present.
The meeting began at 1:45 p. m.
A general discussion took place regarding agenda items submitted by Mr. Blust,
including an overview of the Fiscal Year 2005-06 budget and goals for his
Department. (See the attached copy of the agenda.)
Other items discussed were federal legislative issues for Fiscal Year 2005, and
federal funding for the County Weed Program.
Bridge construction in Terrebonne (Highway 97) and the possible closure of Wimp
Way was also addressed, as was an update on the recent relocation of the
Surveyor's Office.
Being no further items addressed, the meeting adjourned at 2:15 p.m.

Tom,
Thanks for forwarding the Ferguson Group summary to me. I have a few comments and project
recommendations:
• Regarding the Federal Agenda for the current year, the Wickiup Junction project should remain as our
(Road Department's) number 1 priority for next years agenda.
• "Legislative and Regulatory Interests" reauthorization of the Federal Forest Safety-net Payments (item 6 on
Ferguson's list) is our top legislative priority (we receive $3 million per year under PL 106-393).
• TEA-21 Reauthorization is the Department's second highest legislative priority.
• The TEA-21 Reauthorization description should include Road 45 (Sunriver to Mt. Bachelor) and South
Century Dr. projects and delete the Wickiup Junction and Skyliner Road projects. While the Wickiup and
Skyliner projects are potential future forest highway projects they are not currently on the forest highway
list (possible projects for the next round). The Sunriver Junction, Road 45, and S. Century Drive projects
are on the current FY06-09 list of projects and could be impacted by the reauthorization.
• The second bullet under the TEA-21 reauthorization description should be clarified as referring to the
Redmond truck reroute project.
Regarding the notes from the July meetings, "Potential infrastructure projects" should include storm-water
treatment in La Pine, and La Pine / US 97 corridor "Mainstreet" improvements. From the Road
Department's perspective these projects are a higher priority than the storm-water treatment in Bend and
the pedestrian bridge in Terrebonne listed in the notes.
• The ADA compliant trail parallel to 97 at Wickiup Jct. will be constructed as part of the new neighborhood -
I don't think we need to pursue federal funding for this project.
Please let me know if you need further clarification on any of these issues.

Attached are notes from the July meeting we held with the Ferguson Group. Please read through those
notes to be sure the BOCC understands your department needs at the federal level. If you have

additional comments or suggestions, please forward them to us in writing for our consideration. Also
attached is our Federal Agenda for the current year. Again, if you have suggestions for modifications,
please let us know. We are certainly open to suggestions for additions or deletions based upon changes
in priorities on your part. Catherine, of particular interest on the part of Ferguson is whether the
appropriation we received this year will complete that project or if we want to seek additional funding.
We need to hear back from anyone with comments no later than next Thursday, December 23.
