MINUTES OF DEPARTMENT UPDATE — SOLID WASTE DEPARTMENT
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, JANUARY 12, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M Daly, Tom De Wo�f and Dennis R. Luke.
Also present were Mike Maier, County Administrator; and Timm Schimke, Solid
Waste Department. Also present were Scott Wallace ofKleinfelder Company,
Bruce Bailey and Chris Crownover ofBend Garbage and Recycling Company, and
Justin Kimball, student. No representatives of the media were present.
The meeting began at 2:15 p.m. A copy of the agenda is attachedfor reference,
along with a sign -in sheet.
Discussion of Environmental Engineering Solicitation.
Timm Schimke explained that there is no contract at this time for general services
or environmental services through URS Corporation. He indicated he would like
to go out for an RFP for this work. URS Corporation is only working in the north
area.
The Board authorized Mr. Schimke to proceed with developing an RFP for
environmental monitoring services.
Other items discussed were the status of the Negus Transfer Station and an update
of the Rock Removal Project.
Mr. Schimke indicated that URS Corporation will make a presentation prior to the
first week in March regarding the continuation of Phase 2 and Phase 3 work.

9 Environmental Engineering Solicitation
Selection Criteria
Selection of the consultant is expected to be made based on the proposals
submitted. A selection committee will review, evaluate and score each proposal on
a scoring system of 0 to 5 for each of the following criteria:
1 . Quality and thoroughness in the approach to the scope of work.
2. Experience and expertise of assigned staff and /or subcontractor.
3. Responsiveness of the consulting firm
4. Clarity and organization of the proposal.
5. Proposed fee.
The scores will be weighted by a factor to reflect the importance of the selection
criteria. Criteria #1 score will be weighted by a multiplier of 3, criteria #2 &
criteria #3 by a multiplier of 2, and criteria #4 & criteria #5 by a multiplier of 1.
