2005-562-Resolution No. 2005-033 Recorded 3/21/2005REVI ED --d &k I Z&� LEGAL COUNSEL DESCHUTES COUNTY CLERKDS 1�d 200 5E561 NANCY COMMISSIONERS' JOURNAL 0312112005 04;51;09 PM IIIIIII IIIIIIIIIIIIIIIIIIIII III 2005-s6Z For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON A Resolution Confirming the Authorization of the Inmate Trust Account and Authorizing the Use of * RESOLUTION NO. 2005-033 a Facsimile Signature Stamp for Same Account WHEREAS, the Deschutes County Jail has an existing checking account named the Inmate Trust Account; and, WHEREAS, the Deschutes County Treasurer confirms the authorization of the checking account set up as the Inmate Trust Account; and, WHEREAS, the Jail Operations staff must be able to write checks from this account to inmates when they are released from jail at all hours of the day and night for their monies held in trust; and, WHEREAS, the Inmate Trust Account requires only one signature; and, WHEREAS, an authorized check signer on the account is not always available to sign these checks; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. That the authorized signers on the Inmate Trust Account are: Ruth Jenkin, Michael Whitney, Larry Blanton, and Les Stiles. Section 2. That the Inmate Trust Account be changed to require two signatures on each check. Section 3. That the Deschutes County Treasurer authorizes the use of a facsimile signature stamp only on the occasion that authorized signers designated in Section 1 are not available and only for the Inmate Trust Account. Section 4. That the signature stamp be changed to bear the names of Ruth Jenkin and Michael Whitney. Section 5. That the signature stamp be secured and would be restricted to a custodian(s) who is responsible for its use. Section 6. That the signers on the account should sign off on the supporting documents of the checks being issued with the signature stamp. If the signers are not available, sufficient procedures should be developed to require daily review of checks disbursed by stamp.
