DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, MARCH 23, 2005
Commissioners'Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tom De Wolf, Michael M Daly and Dennis R. Luke.
Also present were Mike Maier, County Administrator; Anna Johnson and Andrea
Blum, Commissioners' Office; Joe Studer, County Forestry Specialist; Tammy
Credicott, Property Management; Kyle Gorman, District Watermaster; media
representatives JeffMullins ofKBND Radio, Chris Barker of the Bulletin, and
Barney Lerten ofZ-21 TV,- andfour other citizens.
Chair Tom DeWo�fqpened the meeting at 10:02 a.m.
1. Before the Board was Citizen Input.
Commissioner Luke complimented Andrea Blum on her work with the Sheriff s
Office Permanent Funding Advisory Committee.
No other comments were offered
2. Before the Board was a Discussion and Consideration of Signature of a
Letter to the Department of Emergency Management and Governor
Kulongoski regarding Declaring a State of Drought Emergency in
Deschutes County.
Kyle Gorman (District Watermaster, State Water Resources Department) and
Elmer McDaniels (the Manager of Tumalo Irrigation District) explained that it
would be helpful to get a letter into the Governor by the middle of April at the
latest.

Commissioner Daly said that Elmer McDaniels had called him earlier in the
week and requested this letter be sent. Mr. Gorman stated that the irrigation
districts,, on behalf of their clients, are very concerned about the water situation
this year.
Elmer McDaniels (the Manager of Tumalo Irrigation District) then explained
that it is not the irrigation districts but the clients of the districts that urgently
need the drought to be formally declared. It helps the users utilize wells if there
is a drought declared. They can also obtain emergency funds to purchase extra
feed for their livestock and other items to keep them operating.
Commissioner DeWolf expressed concern about a possible negative impact on
water usage and tourism, especially in regard to the river. Mr. Gorman replied
there is the potential of sending a message to people from out of the area that
leads them to think there is no water. Commissioner DeWolf added that a
message needs to be sent that the river will still be running and the golf courses
will still be green. Commissioner Luke stated that are minimum stream flows
required in the state.
Mr. Gorman said that the supply for irrigation this year will be limited. It
would take at least fifteen to twenty-five additional feet of snow at one of the
measuring sites to bring the snow pack up to normal levels. All residents need
to conserve as much water as possible. The Willamette Valley is actually in
worse shape than Central Oregon. At the end of the irrigation season this year,
the reservoirs will be at the lowest level they have been in decades.
Commissioner DeWolf asked that communications specialist Anna Johnson
work with COVA (Central Oregon Visitors Association) in conveying the
appropriate message in order to mitigate any possible negative impact to
tourism.
LUKE: Move that the District Watermaster work with Board staff to draft the
appropriate letter to send to the Office of Emergency Management,
requesting the Governor to declare a state of drought in Deschutes
County.

3. Before the Board was a Discussion and Consideration of Signature of
Order No. 2005-015, Authorizing the Sale of Certain Real Property
(located off Archie Briggs Road).
Tammy Credicott stated she now has the updated Order as reviewed by Legal
Counsel. The deed won't be signed for a couple of weeks, as appropriate notice
is needed.
The City of Bend has indicated the property is probably not buildable;
therefore, it makes sense to sell it to the adjacent property owner and get it back
on the tax rolls.
DALY: Move approval of Order No. 2005-015.
LUKE: Second. I want it on the record that L and probably the other
Commissioners, have known the proposed purchaser for many years.

$69369.90.

7. Before the Board was Consideration of Approval of Weekly Accounts
Payable Vouchers for Deschutes County in the Amount of $1,142,127.47.
Includes economic development lottery grant applications for:
Humane Society of Redmond — event promotion & educational materials -
$1 000 (Commissioner Daly). Commissioner Daly stated that his wife is on
the Board of Directors of the Humane Society of Redmond, but was not
aware this request was coming to the Board.
