MINUTES OF DEPARTMENT UPDATE — COUNTY FORESTER
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, FEBRUARY 9,2005
Deschutes County Road Department, 61150 SE 27 th Street, Bend
Present were Commissioners Michael M Daly, Tom De Wo�fand Dennis R. Luke.
Also present were Mike Maier, County Administrator; Joe Studer, County
Forester; Liz Oja, Commissioners' Office; and Tom Blust, Dennis Morris and
George Kolb, Road Department. No representatives of the media or other citizens
werepresent.
The meeting began at 1.- 15 p.m.
The following items were discussed. (A copy ofthe agenda and other documents
are attachedfor reference)
1. An update on the proposed Badlands Wilderness area.
Joe Studer gave an overview of possible options (see attached information).
Another suggestion was a Countywide advisory vote.
2. An update on Community Fire Plans.
Mr. Studer said that Jim King, who is involved in Community Fire Plans, plans
to be at the Board's Administrative Liaison on February 15, and Mr. Studer will
also attend the meeting.
3. National Fire Plan grant applications for Deschutes County.
Mr. Stutler indicated that at this point grant funds for the National Fire Plan is
about $1.5 million short.

AGENDA TOPICS
1 . Badlands Wilderness: Update the BOCC on deadlines for BILM's Land
Management Plan comments and recent developments of the Badlands Proposal
since the public hearing.
2. Community Fire Plans: An update of community fire plan actions in Deschutes
County and a proposal for South County Phase 11.
3. National Fire Plan Grant applications for Deschutes County
I have attached the definition of Wilderness as per the Wilderness Act of 1964.

In the Wilderness Act and FLPIVIA, the term "suitability" implies two
things. First, it implies that, at the minimum, the area satisfies the
definition of wilderness in Section 2 ( c ) of the Wilderness Act:
"A Wilderness, in contrast with those areas where man and his
own works dominate the landscape, is hereby recognized as an
area where the earth and its community of life are untrammeled
by man, where man himself is a visitor who does not remain. An
area of wilderness is further defined to mean in the Act as area
of undeveloped Federal land retaining its primeval character and
influence, without permanent improvements or human
habitation, which (1) generally appears to have been affected
primarily by the forces of nature, with the imprint of man's work
substantially unnoticeable; (2) has outstanding opportunities for
solitude or a primitive and unconfined type of recreation; (3) has
at least five thousand acres of land or is of sufficient size as to
make practicable its preservation and use in an unimpaired
condition; and (4) may also contain ecological, geological, or
other features of scientific, educational, scenic, or historical
value."
Other considerations:
• The Wilderness Resource will be dominant in that all
management decisions where a choice must be made between
preservation of wilderness and other competing uses.
• One of the "unique" features of the Badlands is old-growth
Juniper, in fact some of the oldest in Oregon. If the junipers
were threatened by insect and/or disease that were part of the
isnatural system," the Junipers would be allowed to follow the
natural process and no intervention by man would be allowed.
If this threat came from an "introduced" source, BLIVI would
have some latitude to protect that unique feature.
Badlands Wilderness: Update the BOCC on deadlines for BLM's Land Management
Plan comments and recent developments of the Badlands Proposal since the public
hearing.
• BOCC date for public comment ends 2/11/05.
• BLM's deadline for land management plan update ends 2114/05.
• BOCC will not make a recommendation until mid-March.
• From a process perspective, if you really support or don't
support Wilderness we should send something to BLM by
Monday, the 14th.
Community Fire Plans: An update of community fire plan actions in Deschutes County
and a proposal for South County Phase 11.

National Fire Plan Grant applications for Deschutes County:
0 3 grant applications for Vacant Lots (one is education and awareness and the
other two are actual fuels treatment.
0 1 grant application for developing the County -wide Community Fire Plan which
will include several Deschutes County employees'time, including GIS support.
* 1 grant application for completing the fuels treatment at New Neighborhood,
since the first one was insufficient to complete the work.
0 Total Grant value is approximately $920K.
0 Project Wildfire is also submitting 4 grant applications which will go to Fire Free
Program and other initiatives with a potential for an additional $500K to be spent
in Deschutes County for fuels treatment.
