DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, APRIL 6, 2005
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Tom DeWotf Dennis R. Luke and Michael M Daly.
Also present were Mike Maier, County Administrator; Anna Johnson and Susan
Ross, Commissioners' Office; George Read, Catherine Morrow, Dennis Perkins,
John Mason and Tom Anderson, Community Development Department; Dan
Peddycord and Muriel De La Vergne-Brown, Health Department; media
representatives Chris Barker of the Bulletin and Jason Carr ofZ-21 TV,- and ten
other citizens.
Chair Tom De Wo�f opened the meting at 10: 00 a. m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was a Presentation of the Public Health Hero Awards:
Dr. H. M. Kemple (Individual) and Deschutes County Rotary Clubs
(Group).
Dan Peddycord said in recognition of National Public Health Week, his
department and the Community Health Advisory Board kicked off the first
"Health Heroes" event. This event recognizes two types of "heroes" — an
individual and a group of citizens.
The first award was given to Dr. H. M. Kemple, who has been providing dental
services to underprivileged children for many years. Dr. Kemple then accepted
the award and said he feels fortunate to work with the County Health Board and
with Dan Peddycord, who is an outstanding health leader.

Mr. Peddycord then presented the group award to the individuals who
developed the Rotary Clubs' "Shots for Tots" program. The selection of this
group was unanimous.
The Deschutes County Immunization Coalition was founded because of the
desperate need for an immunization program for children. A grant from Rotary
International was obtained,, and funding is now received from local Rotary
Clubs to keep the program going. This program completely reversed the
immunization statistics; Deschutes County at one time was #35 of 36 counties
in child immunization, and is now #2 out of the 36 counties.
Mr. Peddycord added that individuals involved in these types of programs need
to have passion, a huge commitment and a can -do attitude, and all of the
individuals assisting with the immunization program have these strengths.
3. Before the Board was Consideration of Signature of an Agreement between
Deschutes County and Cascade Health Services, Inc. and other Documents
relating to the Crisis Resolution Center (Sage View).
Mark Pilliod explained that the documents have been discussed numerous times
and are now ready for signatures; representatives of the hospital have already
signed. The trust deed will need a formal legal description, which will be
attached before it is recorded.
He said that the County is fully protected through these documents; however,
the County has a responsibility to the State for an underlying block grant. The
Hospital has guaranteed to cover this responsibility.

4. Before the Board was a Public Hearing regarding the Community
Development Department Draft Work Plan for Fiscal Year 2005-06.

Tom Anderson stated that the Work Plan is a formal means to let the public
know the Department's plans and priorities for the future. Due to the high level
of work, it needs to be prioritized. As things come up during the year,
management can refer to the work plan and decide where any new work would
fit into the larger scheme. This document has been reviewed by Realtors and
builders, and they are essentially in agreement with the stated priorities.
Mr. Anderson then went over the document by division. He added that
although the work plan is for the near future, the goal is to make decisions and
handle the workload with the long-term future of the County in mind.
Chair De Wo�f opened the public hearing. Being no public comment offered, he
closed the public hearing.
5. Before the Board was Consideration of Signature of Letters Appointing La
Dean Eicker and Michael Ward to the Special Transportation Fund
Advisory Committee.

9. ADDITIONS TO THE AGENDA
Deschutes County conducts meetings in locations that are wheelchair accessible. Deschutes County also
