DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, APRIL 27, 2005
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioner Dennis R. Luke; and Commissioner Michael M. Daly
via conference call; Commissioner Tom DeWolf was out of the office. Also present
were Mike Maier, County Administrator; Sue Brewster, Sheriff's Office; Joe
Studer, County Forester; George Read, Cathy White and Kevin Harrison,
Community Development Department; Laurie Craghead, Legal Counsel; media
representative Chris Barker of the Bulletin; and three other citizens.
Acting Chair Dennis Luke opened the meeting at 10:00 a.m.
1. Before the Board was Citizen Input.
None was offered.
2. Before the Board was Consideration of the Second Reading of Ordinance
No. 2005-013, regarding the Disposition of Unclaimed Property.
Sue Brewster gave an overview of the Ordinance. Commissioner Daly asked
for the reasons behind it. Ms. Brewster explained that it is in regard to third
party property and old evidence, or items turned in as lost. The property is
auctioned off after all efforts to find the owners have been exhausted. By
placing the items on the County website to sell them, it will save the
Department thousands of dollars of advertising expense per year.

3. Before the Board was Consideration of the First and Second Readings, and
Adoption by Emergency, of Ordinance No. 2005-017, Text Changes to the
Comprehensive Plan to Add the Industrial District to the Tumalo Rural
Community Zoning Districts.
Cathy White provided an overview of the ordinances, which allow for an
opportunity for people to apply for changes, which requires another land use
process.
LUKE: Move first and second readings by title only, declaring an emergency.

5. Before the Board was Consideration of Approval of Document No. 2005-
114, the Community Wildfire Protection Plan for Sunriver, between
Deschutes County, Sunriver Owners Association, Sunriver Fire
Department, and the Oregon Department of Forestry.
Joe Studer explained that the Plan has already been reviewed by Legal Counsel.
He added that he feels it has been a good cooperative effort of various agencies
and groups. The area covered by the Plan extends onto federal lands as well,
which allows all of the areas involved to take advantage of assistance through
the Healthy Forests Act.
Acting Chair Luke asked if anyone in the audience wished to comment; none
was offered.

Deschutes County in the Amount of $2,290,617.89 (two weeks).
9. ADDITIONS TO THE AGENDA
Deschutes County conducts meetings in locations that are wheelchair accessible. Deschutes County also
