Luke and Michael M. Daly. Also present were Dan Peddycord, Health Department; Timm Schimke, Solid Waste Department; Becky Wanless, Parole & Probation Department; Laurie Craghead, Legal Counsel; George Read, Paul Blikstad and Kevin Harrison, Community Development Department; media representative Lily Raff of the Bulletin; and four other citizens. Chair Tom De Wolf opened the meeting at 10: 00 a. m. 1. Before the Board was Citizen Input. Chair DeWolf advised the group that a member of the Board's staff has been nominated for the NOVA volunteer of the year award, to be presented later in the week. That person is Bonnie Baker, who fosters animals for the Humane Society of Redmond. The Board then presented a certificate to the (very surprised) staff member. 2. Before the Board was an Update of the Activities and Accomplishments of the Upper Deschutes Watershed Council. Ryan Houston, Executive Director of the UDWC, provided a copy of the group's annual plan to the Commissioners and those in the audience, along with a handout that will soon be distributed to the public. He then gave an overview of the work of the local Watershed Council, along with details on where the funding for various projects is obtained; most support comes through various grants. Minutes of Board of Commissioners' Work Session Monday, May 2, 2005 Page 1 of 5 Pages He added that the Council also coordinates water quality monitoring at 199 sites throughout the Upper Deschutes Basin. The 7th Annual "Riverfest" is taking place this week, and tours of various watershed projects are scheduled during the event along with may other activities. 3. Before the Board was a Discussion and Consideration of Signature of Document No. 2005-166, an Indemnity Agreement with the Bend Time Trial and Duathlon Series. This item has been delayed. 4. Before the Board was a Discussion and Consideration of Signature of Document No. 2005-167, an Intergovernmental Agreement with the State of Oregon regarding County Administration of the Parole and Probation Department. Becky Wanless explained that there are some minor wording changes and some new definitions added, but the agreement remains the basically the same. Funding for the operation of the Department has not been established by the Legislature at this time. Commissioner Luke asked if the document could have an expiration date of December 31, 2005, in case the County chooses to opt out of the 1145 program. Before the Board was a Review and Consideration of Approval of Document No. 2005-117, the Deschutes County Health Department Annual Plan for 2005-06. Mr. Peddycord gave a brief overview of the Plan, which is required to be submitted to the State each year. It is a snapshot of the needs of the community and how the Department addresses those needs. Before the Board was a Discussion and Consideration of Signature of Resolution No. 2005-049, Election to Receive National Forest Related Safety Net Payments. Before the Board was a Discussion and Consideration of Signature of Document No. 2005-042, an Intergovernmental Agreement between Deschutes County and Crook County regarding Level "A" Plumbing, Mechanical, Structural and Electrical Inspection Services to Crook County. Tom Anderson stated that the rate is the same as in previous years, and the County inspector is called in as needed. LUKE: Move approval. DALY: Second. VOTE: LUKE: Yes. DALY: Yes. Before the Board was a Discussion and Consideration of First Reading of Ordinance No. 2005-019, Establishing an Exception to Statewide Planning Goal 3, Agricultural Lands, to Include a portion of a Certain Property Zoned EFU-TRB, NE 9th Street, Redmond. Paul Blikstad gave an overview of the item, which is an Oregon Department of Transportation project related to the Redmond bypass. Besides City of Redmond staff, only one person testified at the hearing, which was supportive of the Ordinance. This item will be considered at the Wednesday, May 4 Board meeting. 9. Before the Board was a Discussion and Consideration of First Reading of Ordinance No. 2005-015, Establishing an Exception to Statewide Planning Goal 3, Agricultural Lands, to Include a portion of a Certain Property Zoned EFU-TRB, SW 35th Street, Redmond. Kevin Harrison stated that this is a "bookend" project, located at the other end of the ODOT project. Both ordinances require a comp plan change. No public hearing is required for this these Ordinances. Commissioner Luke asked if an emergency clause is needed; Mr. Harrison stated that he does not believe it is necessary. This item will be considered at the Wednesday, May 4 Board meeting. 10. Before the Board was a Discussion and Consideration of Signature of a Letter Appointing Pam Gillet to the Juvenile Community Justice Advisory Board, through May 30, 2007. This item will be considered at the Wednesday, May 4 Board meeting. 11. ADDITIONS TO THE AGENDA Being no further items brought before the Board, Chair DeWolf adjourned the meeting at 10:45 a. m.
