Daly, Tom De Wolf and Dennis R. Luke. Also present were Laurie Craghead, Legal Counsel; and Tom Anderson, Catherine Morrow and Kevin Harrison, Community Development. No representatives of the media or other citizens were present. Chair Tom De Wolf opened the meeting at 10: 00 a. m. The focus of the meeting was to discuss the County's land use appeal process and contracting for Hearings Officer services. Commissioner DeWolf asked why there are timing problems with some appeals, and whether hiring an additional Hearings Officer would help. Commissioner Luke observed that the work of the Hearings Officer is difficult, and they need to earn a reasonable fee for their services. Tom Anderson explained that the contracts for both Hearings Officers conclude the end of June. He then explained what they are paid and what the cities of Bend and Redmond pay their Hearings Officers. He suggested that hiring an additional Hearings Office would help with the workload and would also lessen the potential for conflicts of interest with local law firms. After a lengthy discussion, it was decided that a change is merited. The Board asked Tom Anderson to analyze possible funding options and make recommendations to the Board within a few weeks as to whether additional Hearings Officers should be hired, at what level they should be paid, and whether a bonus should be paid on the basis of completing their work more quickly.
