Daly, Dennis R. Luke and Tom DeWolf. Also present were Tammy Credicott, Property Management and Liz Oja, Commissioners' Office. No representatives of the media or other citizens were present. The meeting was to update the Board on property management issues and activities. Chair De Wolf opened the meeting at 3:35 p.m.. The group reviewed a list of current projects as provided by Ms. Credicott. The group specifically addressed several items. Terrebonne property The previous owner of the property can't be located, and the squatters currently living in the property are to be evicted. This property should eventually be auctioned off. Contracting with a real estate company Regarding south County properties, there is no easy way to determine if the lots are buildable; they would have to be sold as-is, with no guarantees. Commissioner DeWolf said that he wants Habitat for Humanity to have a chance at any that are buildable. He would like to have a real estate company coordinate the sale of the properties as soon as possible, especially since many of them are overgrown and are a fire hazard, or are locations where dumping has taken place. Ms. Credicott stated she is working with the Sheriff and Road Department on these. Commissioner DeWolf stressed he would like to see this issue resolved quickly, and suggested an RFP be developed for a real estate company to handle this. Will be recording the tax deed next Monday, March 28th at noon. B. If occupants have vacated by the 28th _ 1. We will inventory any contents, change the locks and board up windows. C. If occupants have NOT vacated by the 28th _ 1. Deputies will give them a verbal warning to vacate. Legal counsel will proceed with legal documents to obtain a court order for their eviction. The SO needs this order to be able to remove them physically. Laurie Craghead estimates this process should take 30 days or more. If this happens, I will work with Dave Lilley in the Tax Office to take over my duties when I'm on leave regarding this eviction and securing of the home. D. Recommend putting this property up for auction due to liability with the structure and the type of activity that has occurred at this home per the Sheriff's Office. See next item for details of auction. 2. South County Properties- A. Met with Laurie Craghead and Catherine Morrow regarding disposal and planning for South county parcels. Due to legal parameters on method of disposal, it was decided that a large property auction was our best option B. Properties not included in this plan for auction include those in the New Neighborhood, Industrial Park, Wickiup Junction, Parks Properties and any parcels located on or adjacent to rivers and streams, per the County's Comp. Plan. C. Recommend a Spring auction, in April 2006. 3. Real Property Records - Audit Committee A. Working on updating my filing system with copies of deeds for each parcel we own. B. This process will make research faster in the future. C. Since this project has been started, the County received some comments from the audit that was completed last fall. One item addressed the need for a current listing of all county owned land to be maintained and validated annually to ensure that all real estate transactions can by properly reflected in the financial reporting of the county. 1. Various departments met regarding this need, including finance, assessor, tax, myself, clerk and Dave Givens. 2. This group made a recommendation which is not the best use of resources and also duplicates work. 3. Marty will be writing the BOCC a memo recommending that Property manually update records, but I am asking that this not be considered. 4. 2005-2006 Budget- A. Budget almost done. Will be turned in before I go on leave. 5. Phones During Leave - A. Renee will be changing my phone system so that Liz can see when my line is ringing and can pick up when available. She will have access to the voice mail system so that she can return calls as well. This will start the first week of April so that she can get used to answering my phones. March 15, 2005 6. Deschutes Junction/COID Property Purchase Request- A. Selling small parcel at Des. Junction to COID. They are in the process of the lot line adjustment requirements. Steve Scott, COI rep.will be working with the Road department on this as they will need to record and easement and dedication prior to closing on the property. I'm guessing Steve will present final deed to the BOCC in a meeting while I'm gone. 7. Archie Briggs Excess Land - Purchase Request A. Initial approval will be tomorrow. B. Will have 2 weeks of public notice. C. Judi, contract realtor, will bring in final B&S deed in April when public notice complete. 8. Awbrey Road - Repurchase Request A. Will be presenting to BOCC next Monday. If approved, will be able to- record deed and finalize next week. 9. Clerk's Office Lease Voter Booth Location a. Handed off to Judi of Steve Scott & Co. - 2/2/05 10. Redmond Airport Land Purchase Request- a. Redmond proceeding with LLA applications/survey. Will notify me when completed. b. Can be handed to Judi to process deeds for signature once received from COLD, or just go through iegai counsel. March 15, 2005
