MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, APRIL 18, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly, Dennis R. Luke and Tom De Wolf.
Also present were Mike Maier, County Administrator; Scott Johnson, Mental
Health Department; Mark Amberg and Mark Pilliod, Legal Counsel; Les Stiles
and Sue Brewster, Sheriffs Office; and Susan Ross, Commissioner's Office. Also
in attendance was media representative Barney Lerten of Z-21 TV.
The meeting began at 1:30 p.m.
1. Discussion of Hooker Creek Signage Agreement for the Fair & Expo
Center.
This item will be addressed at a future date.
2. Discussion of Alcohol and Drug Program Funding Issues.
Scott Johnson presented an update of an April 14 meeting with State legislators
and others at which funding issues were addressed. He also gave a breakdown
of funding by county, showing the inequities in how dollars are distributed.
After a brief discussion, he was requested to draft a letter to the legislators for
the Board to sign regarding this problem.

3. Discussion of a Proposed Social Gaming Ordinance.
Several representatives of Sunriver Resort were present, and explained the need
for a social gaming ordinance for upcoming special events. Mike Maier
advised that a previous gaming ordinance was eliminated by vote of citizens
due to enforcement problems at local establishments. However, the new
ordinance as proposed would be limited to a limited number of special events,
and the "house" would not profit.
The consensus was that the ordinance should be appropriately written and
adopted by emergency in this instance due the short time frame involved. It is
also to contain a sunset clause so that it can be reexamined in a year to make
sure it is working properly and to obtain feedback from the Sheriff as to any
enforcement issues.
Mark Amberg stated that he could have the ordinance ready for the Board to
review and approve by early May.
4. Executive Session.
This item was addressed separately.
5. Communications Update.
Due to limited time, this item will be addressed at the next Administrative
Liaison.
Commissioner Tom De Wolf left the meeting at this time.
6. Project Update.
Susan Ross stated that court technology updates for security purposes will
require an additional $22,000. The Commissioners had previously discussed
this issue and had agreed it is necessary.

Recommend BOCC letter to Bob Nikkei, cc legislators, Firman, Fultz
• Criticial issue for our County and its residents; decade long concern; county growth (scats)
• Current situation damaging to our community and unfair to our residents ($3.15 v 15.67
state average or highs of $37 in Klamath and Douglas)
• Appreciative of his leadership on mh equity and a&d prevention, need action now
• We understand he intends to act and support his willingness to do so
• We will continue to advocate for new funds (or atleast restoring the reduction of $3 million)
Ask him to consider the following
• Establish a formula asap but no later than January 2006. Include ALL community
treatment dollars in that formula including SE 60 and SE 66.
• Think statewide of what is best possible system (within available resources) that we can
afford to offer regardless of where people live in Oregon.
• Important role of counties in systems and program development, local management
of resources and in offering or contracting for services
• Implement beginning in July 2006, with new money or without, we understand the
pace of change slower if now new money
• Fully implement by end of the 2007-2009 biennium.
Recommend BOCC letter to our legislators, cc Bob Nikkei, Erinn Kelley Siel, Naff, Firman, Fultz
• Restate problem and disparity, ask for their help
• Urge restoring funds cut in 2003-2005 (at least $3 million), targeted to formula
• Leg request ask OMHAS formula by January 2006, implementation beginning in 06-07
• Linden idea about tying up year 2, funds in Emergency Board?
