MINUTES OF LEGISLATIVE CONFERENCE CALL
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, APRIL 6, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tom De Wolf, Dennis R. Luke and Michael M. Daly.
Also present were Mike Maier, County Administrator; LPSCC member Jack Blum;
Hillary Saraceno and Julie Lyche, Commission on Children & Families; Catherine
Morrow, Community Development Department; Tom Blust, Road Department; Bob
Smit, KIDS Center; and citizen Andrea Blum.
Present via conference call was Bill Linden of Public Counsel LLC, the County's
lobbyist in Salem. No representatives of the media were in attendance.
Chair Tom DeWolf opened the meeting at 11:30 a.m.
Mr. Linden said that he has asked for a few minutes with Representatives Burley
and Whisnant and Senator Westlund to discuss the Justice Court bill, since the
Commissioners will be in Salem that day.
There was a hearing last week on the SB 555 waiver, and Julie Lyche and Tammy
Baney (Commission on Children & Families), and Representative Gene Whisnant
testified. The Juvenile Directors intend to oppose the bill, even if it includes only
the Deschutes County amendment. This one will be a struggle.
In regard to population data, Mr. Linden has been speaking with the lobbyist for
PSU regarding adjusting the formula they use.
SB 321 makes any issue related to public safety and welfare personnel subject to
collective bargaining, with a huge expansion to what is considered bargainable.
He is working with the Sheriffs and Police Department lobbyists. This will also be
a fight to the very end.

Mr. Linden said there was a hearing on noxious weed control funding; the
Department of Agriculture did a good job explaining the issue. It will come down
to finding some funding; ultimately it will be a Ways & Means issue, and is
definitely not dead at this point.
Mr. Linden stated that generally regarding the budget, the Chairs didn't make their
self-imposed deadline of Monday to decide on budget issues. They are still about
$150 million apart. They hope to restore some cuts to the family services sector in
the Human Services budget, including keeping the programs that address family
violence issues and the needs of the disable and senior citizens.
It is hoped that additional funds can be placed into corrections and public safety.
However, there is just $500,000 that has to be divided between 36 counties, so it
doesn't go very far.
Negotiations on the K-12 budget are continuing. It is felt nothing else that is
substantial will move until this is addressed.
Regarding Measure 37, parties are talking and there may eventually be a bill that
everyone can agree on, but it is unlikely there will be any funding from the State to
help the local governments.
There is discussion on underserved juvenile female offenders. Senator Gordon is
interested in programs that specifically address the needs of juvenile offenders,
with a residential program for girls. Background information is being provided to
him and others regarding the needs for this assistance in Central and Eastern
Oregon.
Tom Blust said there are a number of bills trying to get money out of the State
highway trust fund; if 2% is retained by the gas dealers, this will be a big negative
impact to counties. Mr. Linden stated that he is tracking this issue, and doesn't
feel it will happen because of the significant revenue hit. Usually the road fund
isn't opened up very easily.
It was noted that the Commissioners plan to meet with Mr. Linden in Salem on
Monday, April 11; the next conference call will take place on Wednesday, April
27.
