2005-777-Resolution No. 2005-061 Recorded 6/7/2005COUHTY TES FICIAL HAHCYUBLAHKEHSHIP,F000HTY CLERKOS COMMISSIONERS' JOURNAL 06,01/2005 03:34:41 PM RE LEGAL � I III ( IIIIIIIIIIIIIIIIAI L OUNSE LL For Recording Stamp Only BEFORE THE BOARD OF COUNTY COMMISSIONERS FOR DESCHUTES COUNTY, OREGON A Resolution Appointing a Grant Administrator for the Mental Health * RESOLUTION NO. 2005-061 County Financial Assistance Grant Agreement for 2005-2007 WHEREAS, the Mental Health and Developmental Disability Services Division of the Oregon Department of Human Services requires that the County appoint a Grant Administrator who has sufficient authority to accept, amend and execute Revised Grant Awards and Letters of Grant Amendment relating to the Mental Health County Financial Assistance Grant Agreement; and WHEREAS, the Grant Administrator should be a person knowledgeable about the available mental health services and able to deal with a large volume of transactions in a timely manner; and WHEREAS, the Director of the Deschutes County Mental Health Department is qualified and willing to be appointed as Grant Administrator in accordance with this resolution, now therefore: BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF DESCHUTES COUNTY, OREGON, as follows: Section 1. Scott Johnson, the Director of the Deschutes County Mental Health Department, is duly appointed as the Deschutes County Grant Administrator. Such appointment shall continue in effect so long as Scott Johnson is an employee of Deschutes County and until a successor is appointed. Section 2. The County Grant Administrator is authorized to accept, amend and execute, on behalf of Deschutes County revised Grant Awards and letters of Grant Amendment relating to the Oregon Department of Human Services 2005-2007 Financial Assistance Contract by execution and delivery of such revised awards and amendments to the County Mental Health Department, the County Clerk and the State of Oregon. Section 3. The Grant Administrator shall not accept, amend or execute any revised Grant Award or Letter of Grant Amendment not in accordance with the approved Deschutes County budget, or which results in a Deschutes County financial obligation or liability to repay funds to the State of Oregon. The Grant Administrator shall not accept, amend or execute any revised Grant Award or Letter of Grant Amendment pursuant to this resolution for any contract other than the Oregon Department of Human Services Financial Assistance Contract. Resolution No. 2005-061 Page 1 of 2 Finally, the Grant Administrator shall not accept, amend or execute any revised Grant Award or Letter of Grant Amendment pursuant to this resolution where the amount of such amendment is greater than $50,000 for any single year or where the affect of such revised grant award or grant amendment would result in an increase or decrease in the number of county full time equivalent employees in any single year. Section 4. Resolution Number 2004-091 is repealed. Section 5. This resolution shall take effect on July 1, 2005. DATED this Ist day of June, 2005.
