WEDNESDAY, JULY 6, 2005
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Tom De Wolf and Dennis R. Luke; Commissioner
Michael M. Daly was out of the office. Also present were Mike Maier, County
Administrator; Susan Ross, Commissioners' Office; Ed Pecoraro, Community
Development; George Kolb, Road Department; Mike Berry, Surveyor; Anne
Carlson, Commission on Children & Families; media representatives Chris Barker
of the Bulletin, Barney Lerten of News Channel 21, and a photographer from
Cascade Arts & Entertainment; and ten other citizens.
Chair Tom De Wolf opened the meeting at 10: 00 a. m.
1. Before the Board was Citizen Input.
Anne Carlson asked if she could bring before the Board the award of the Skip
Prante Award, which is an annual prevention award given to an individual or
group involved in substance abuse prevention in Deschutes County. This year's
decision was a difficult one; and the award is to go to the Sisters "Think Again,
Parents" Team, which created a whole media campaign and public service
announcements that are now being used statewide and have received state
recognition.
Eric Beckwith of Deschutes County and Al Boyette, a Sisters resident, were
then given 2005 Skip Prante Award.
2. Before the Board was the Presentation of a Check from the County
Cultural Coalition for a Grant Award to the Cascade Festival of Music.

Cate O'Hagan gave an overview of the work of the Coalition. She said that
Deschutes County received a State grant and put out notices for groups to
receive disbursements from that grant. The recipient of the grant this year is the
Cascade Festival of Music, in part for doing traditional music but enhancing it
through artistic integrity and imagination.
She then introduced Jody Ward and Sally Russenberger, who were very
involved in the project and have been involved in the Coalition and with the
Cascade Festival of Music for many years.
Chair DeWolf then awarded a check for $3,000 to the Cascade Festival of
Music.
3. Before the Board was Consideration of Signature of Order No. 2005-058,
Changing the Name of a Portion of "G" Avenue to Barberry Drive.

4. Before the Board was Consideration of Signature of a Deed of Dedication and
Acceptance for an Additional Right-of-Way along Deschutes Market Road.
Mike Berry provided a brief overview of the item.

5. Before the Board was Consideration of Signature of a Quitclaim Deed,
Conveying a Small Parcel of Land at Deschutes Junction.

6. Before the Board was a Public Hearing, and Consideration of Signature of
Order No. 2005-022, Legalizing a Portion of First Street, La Pine.
George Kolb explained the reason for the legalization process. There were
some concerns about the replacement of landscaping, which he believes have
been adequately addressed.
Chair DeWolf opened the public hearing at this time.
Being no testimony offered, he closed the hearing.

$10,735.84.

10. ADDITIONS TO THE AGENDA
A. Before the Board was a Discussion of La Pine Senior Center Contract.
Chair DeWolf stated that Susan Ross is meeting with the contractor to
discuss value engineering; so this item will be addressed at the Wednesday,
July 13 Board meeting.
B. Before the Board was a Discussion of an Economic Development Grant
Request for the La Pine Senior Center - Road Improvement.

C. Before the Board was a Discussion of a Resolution regarding the Use of
Panel Walls in County Buildings.
Commissioner Luke stated that some departments want to install fixed walls
whenever their facilities are being remodeled; however, in the long term it is
more cost effective to use panel walls, which serve the same purpose. A
policy stating that panel walls are to be used whenever possible would help
during the decision-making process when buildings are being remodeled.
