MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 119 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Tom De Wolf, Michael M. Daly and Dennis R. Luke.
Also present were Mike Maier, County Administrator; and Judith Ure, Susan Ross,
David Givans and Anna Johnson, Commissioners' Office. No media
representatives or other citizens were present.
The meeting began at 1: 30 p. m.
1. Communications Update.
Anna Johnson advised that the cost of having professional photographs taken
of County buildings is approximately $2,000.
Department "report cards" for the Juvenile Community Justice, Commission
on Children & Families, Parole & Probation, Health and Mental Health
departments are being discussed. A total of $12,000 was budgeted for this
work but the cost will be closer to $20,000 in order to include inserts in other
publications.
Commissioner DeWolf asked Ms. Johnson to set up a meeting with the
affected department heads in early August to discuss options, and to report
back to the Board with suggestions.
2. Discussion regarding La Pine Senior Center.
Susan Ross stated that value engineering has been completed, resulting in a
$50,000 reduction in the cost. $300,000 worth of value engineering had been
done earlier. Landscaping has been deleted and it is hoped this can be
completed through sponsorships; and interior lighting and appliances have been
changed.

There is still a $100,000 shortage, with a $50,000 contingency fund balance.
Grants are being pursued for the needed amount, but it is unknown if these
efforts will result in obtaining more funding. The County could commit to
cover the $100,000 if grant funds can't be found.
The Commissioners then discussed how to handle this shortage. It was pointed
out that Redmond received the Rosie Baries Center, based on donated land and
$100,000 towards expenses.
Mike Maier suggested that any change orders over $100 be submitted to him for
review.
LUKE: Move that the County back the La Pine Senior Center building fund
by $100,000, with the caveat that efforts be made to seek grant funds.
DALY: A reluctant second.
VOTE: LUKE: Yes.
DALY: Yes.
DEWOLF: Chair votes yes.
After further discussion, it was determined that in fairness the Bend Senior
Center loan should be forgiven as well, since efforts to secure funds through
grant writing and other fundraising have not been as successful as hoped.
LUKE: Move that the Bend Senior Center loan be forgiven.
DALY: Second.
VOTE: LUKE: Yes.
DALY: Yes.
DEWOLF: Chair votes yes.
3. Discussion of Other Projects.
Ms. Ross advised that the District Attorney's Office move is scheduled in phases
as the work on the Courthouse continues. At this point the project is on budget.
Work on the La Pine South County project and the La Pine Senior Center
project will begin soon.
ADA work is beginning. Mike Maier advised Ms. Ross to meet with Legal
Counsel to more carefully define the scope of the work that consultant Bob Pike
is to address.

Ms. Ross said that magnetic door holders have been installed in upstairs
meeting rooms. The downstairs work will be more expensive since the doors
will have to be swapped out or perhaps even moved to accommodate the
holders.
4. Discussion of "Paperless" Meetings.
The Commissioners asked if there is a way to make fewer copies of agenda
information to be included in their agenda packets. They suggested that input
from other counties be obtained on how they handle agenda packets. This
information will be provided to the Board by the July 26 Administrative
Liaison.
5. Other Items.
None were offered.
Being no further items addressed, the meeting adjourned at 2:45 p.m.
