MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 8, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Tom De Wolf, Michael M. Daly and Dennis R. Luke.
Also present were Mike Maier, County Administrator; Tom Anderson, Community
Development; Mark Pilliod, Legal Counsel; and Anna Johnson and Susan Ross,
Commissioners' Office. Also present were media representative Chris Barker of
the Bulletin and six other citizens.
The meeting began at 1: 30 p.m.
1. Communications Update.
Anna Johnson advised that the Fair was very successful. Commissioner Luke
asked that letters be sent to the volunteers, thanking them for their
participation.
Ms. Johnson indicated that she is now working on the next employee
newsletter and other projects.
2. Discussion regarding Leadership Bend and Leadership Redmond.
Commissioner Luke stated that if the County is willing to sponsor these
programs, both should be supported. He suggested that $500 from economic
development lottery funds,go to each. Commissioner DeWolf indicated he
would abstain since his wife is involved with the Leadership Bend program.

3. Discussion of Sisters -Camp Sherman Rural Fire Protection District's
Request for Board Comments regarding a USDA Financial Assistance
Application.
Commissioner Luke indicated that Susan Ross would be completing the
application.
4. Project Update.
Ms. Ross stated that the District Attorney have moved except Victims'
Assistance.
The Veterans' Park at the Courthouse will be dedicated on Veterans' Day,
November 11.
5. Discussion of Business Loans.
Susan Ross advised that the Alyce Hatch loan had been carried over for a year.
The Center's main fundraiser for the year was rained out, so the Center did not
raise the funds it needed.
LUKE: Move that the Alyce Hatch loan be carried forward for another year.
DAL,Y: Second.
VOTE: LUKE: Yes.
DALY: Yes.
DEWOLF: Chair votes yes.
The CORHA/Horizon House loan was funded through the business loan fund
and the Mental Health fund. Ms. Ross suggested that Mental Health, which
paid out $81,000, be repaid out of the business loan fund, which would mean
less liability to Mental Health since repayment could takes years. At this time
there is $38,000 available.
Commissioner Luke stated that he would prefer to wait until the next budget
year. Commissioner DeWolf concurred, and added that this should wait until
there is enough money to cover the entire amount.

6. Update on County -owned Property, Terrebonne.
Ms. _floss advised that she is trying to arrange for the removal of the structure
that had been burned out in an arson fire.
7. Discussion of Park -in -Lieu -of Funds
Susan Ross explained that there is about $200,000 in the account, which was
enacted years ago before SDC's to ensure that parks were established as
appropriate. There's no specific location for these funds to be used.
Commissioner Luke noted that today's definition could call it an SDC, which is
a good reason to eliminate the fund.
Ms. Ross suggested using the funds for the proposed La Pine trail in the new
neighborhood, and perhaps the Veterans' Park at the Courthouse.
Mike Maier asked Ms. Ross about meeting with representatives of the four local
parks districts. She replied that Redmond and Bend are excluded. The others
are possibly Central Oregon Parks & Recreation, Sisters, Sunriver and
Deschutes River Woods.
8. Discussion of Economic Develop Grant Request(s).
Commissioner Luke indicated he would grant $13,500 towards the Cascades
Festival of Music.
9. Discussion of Park District/Eastgate Property.
Mark: Pilliod updated the Board on the status of the Park District's situation
regarding the Eastgate property. The District has negotiated a solution with the
neighbors, and isolated two 40 -acre parcels as having residential potential. The
County holds a reversionary clause on the parcels. Commissioner DeWolf said
that lie is concerned if other neighbors who were not a part of the agreement
might complain. Commissioner Luke asked if there would be any long-term
ramifications.
Don Horton, Executive Director of the Bend Park & Recreation District, and
the District's attorney, Sharon Smith, gave an overview of the issue and the
agreement with the neighbors. They referred to an oversized aerial photograph
of the area and pointed out the properties in question. Much of the property is
zoned RR -10; others are zoned MUA-10 or EFU.

They would like to pursue changes in the zoning and lot line adjustments, after
which the property could be offered for sale. The resulting funds would be used
for capital improvements for various projects, but mostly for the development
of the Pine Nursery project.
It was agreed that a copy of the agreement, maps and other information would
be provided to Mark Pilliod for him to review. This issue will likely be
discussed again on August 24; Commissioner Luke asked that appropriate
notice be given to any parties of interest.
10. Other Items.
None was offered.
Being no further items addressed, the meeting adjourned at 3: 00 p.m.
