LOCAL PUBLIC SAFETY COORDINATING COUNCIL
MONDAY, AUGUST 1, 2005
Commissioners' Conference Room - Administration Building, Second Floor - 1300 NW Wall St.., Bend
Present were Judge Michael Sullivan; Mike Maier, County Administrator; Dan
Peddycord, Health Department; Ernie Mazorol, Court Administrator, Becky
Wanless, Adult Parole & Probation; Andy Jordan, Bend Police Chief; Mike Daly,
Commissioner; Jacques DeKalb, Defense Attorney; Tom Kipp, Oregon State
Police; Bob La Combe, Juvenile Community Justice; Les Stiles, Sheriff; and
citizen member Jack Blum. No representatives of the media or other citizens were
present.
1. Call to Order & Introductions.
The meeting was called to order at 3:35 p.m.
2. Approval of Minutes of July 11, 2005 Meeting.
Mike Maier moved approval, and Jacques DeKalb seconded; the minutes were
unanimously approved.
3. Discussion of Status of 1145 Funding.
Becky Wanless gave an overview of the information now available regarding
1145 funding. She said that the budget at this point is $191 million, but the
Deschutes County portion was not yet known. Recalculations are being done
based on workload. She added that this figure is better than the $174 million
that was expected.

Sheriff Stiles noted that the Legislature would be reviewing county figures, and
there may be a trend towards more realistic numbers. However, they are using
an April date, and summer numbers tend to be higher.
Andy Jordan stated that his department is hiring more officers, which will equal
more arrests and more inmates. The group agreed that a yearly average would
be more realistic than choosing a single date.
Judge Sullivan said that those who are arrested need to be fingerprinted and
photographed for them to get into LEDS, including misdemeanors and some
felonies that are not currently handled in this manner.
Sheriff Stiles explained that the additional funding won't help the work release
center; this would require $2.8 million of sustainable funding each year. The
goal is actual cost funding. At this level, the County cannot opt out, even
though Linn and Douglas counties have. Sheriff Stiles added that the cost per
bed per day in Deschutes County is $89.00.
4. Discussion of Correction Needs Assessment Committee/OMNI Group.
Sheriff Stiles stated that input is appreciated in regard to the future of the jail;
eventually the group's recommendation will go the Board of Commissioners.
Jack Blum asked about the status of permanent Sheriff's Office funding.
Sheriff Stiles said that the jail study should not impact these findings, as the rate
recommended for permanent funding would include a jail addition and could
help reopen the work center. Everything needs to be filed in December to make
it onto the May ballot. It needs to be sold to the community.
5. Discussion regarding Meth Action Coalition.
It was noted that the Legislature has been fairly proactive regarding the meth
issue, but treatment programs are still badly needed.
6. Other Items.
The City of Bend's long-range plan should be completed in a couple of months.
Anna Johnson will be asked to arrange a presentation in October. Ernie
Mazorol noted that urban growth boundary density impacts law enforcement,
taxing districts and the allocation of personnel.

Mr. Mazorol suggested that the Legislative delegation be invited to attend a
LPSCC meeting after the session ends for an overview of the work that was
accomplished.
7. Items for the Next Meeting (September 12).
These items will be determined at a later date.
Being no further items addressed, the meeting adjourned at 4:25 p.m.
