DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, MAY 23, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Tom De Wolf and Michael M. Daly; Commissioner
Dennis R. Luke was out of the office. Also present were Michael A. Maier, County
Administrator; Susan Ross and Anna Johnson, Commissioners' Office; Laurie
Craghead, Legal Counsel; and Tom Anderson and Catherine Morrow, Community
Development. No representatives of the media or other citizens were present.
The meeting began at 1: 30 p.m.
1. Project Update.
Laurie Craghead stated that the County's parks in lieu of fees program appears
to be a form of SDC, and the County does not have an SDC program in place.
Susan Ross indicated the funds, which total around $200,000, can be distributed
until a procedure can be established. The funds can be used for capital
construction only.
Catherine Morrow said that it is recommended the program be discontinued
since it is very complex. Tom Anderson added that the parks in lieu of fees
program has been in County Code since the 1970's, and the County would have
to formally set up an SDC program.
Ms. Morrow can provide geographic information on how the fees were
collected. Commissioner Daly noted that the funds should be spread around
and not sent to just the Fairgrounds.
An ordinance to make the appropriate changes will be drafted for the Board's
consideration.

A request for economic development grant funds was requested for the La Pine
Rodeo grounds; Commissioner Daly said that he would provide $3,000.
2. Communications Update.
Anna Johnson asked if the Board would like to make adjustments to the Inside
Deschutes County segments. She was directed to talk with Susan Ross.
Other projects underway are the budget newsletter, employee hallway art, the
historical photos for hallways and meeting rooms, the spring/summer
newsletter, and a government services brochure.
3. Discussion of Possible Urban Area Agreement with the City of Bend.
Mike Maier said the City wants changes to the joint management agreement, so
that they can annex property outside the urban growth boundary. It is a money
issue and involves Cascades Highlands.
Catherine Morrow said it is required by Administrative Rules. Tom Anderson
added that there is an established process to follow for this to occur. The goals
are the collection of property taxes, SDC's and transient room tax. A lengthy
discussion then occurred. No action was taken by the Board.
4. Other Items.
Commissioner Daly said that J Bar J has asked for economic development
grant dollars. Chair DeWolf emphasized that he would like to see a letter go
to them, asking that they do not attempt to sue the County in the future in
regard to the use of the Bar J name.
Mike Maier advised that Pat Kliewer, who deals with historical properties, has
been transferred over to the City of Bend, primarily because most of the
properties of historical interest are within the City. They would like an
agreement letter regarding this situation, and Personnel will handle it.

Being no further items addressed, the meeting adjourned at 2:45 p.m.
