MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
TUESDAY, JULY 59 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tom DeWolf was out of the office. Also present were Mike Maier, County
Administrator; and Susan Ross„ Commissioners' Office. No representatives of the
media or other citizens were present.
The meeting began at 1: 30 p. m.
1. Project Update.
Susan Ross explained that funding for the La Pine Senior Center is $152,000
short. Value engineering has been done which will reduce the cost by
$50,000; and grant writing and fundraising is still planned.
She said in the past the Board indicated they would approve backing any
reasonable shortage. The work has not started, but the groundbreaking
ceremony is scheduled this week.
She added that waiting will add to the cost, as materials keep going up in
price. Commissioner Luke indicated this should be discussed further at the
next Board meeting; he will not support having the County pay for the
overage at this time.
In regard to the road improvements, Bi -Mart will be paying half of the cost.
The balance due is $11,000.
Midstate Electric will be out of the South County Service Center by mid-
month.

The Justice Center project is almost done; the Courthouse remodel should be
completed in about three months.
• The Veterans Memorial Park at the Courthouse will be dedicated on
November 11.
The childcare center opened today. So far all has gone well.
Regarding ADA requirements, about one third of the work has been done to
make the County compliant. Some showers still need to be redone; this
should be completed by August.
There is a problem with people making changes inside County buildings,
such as adding walls, without getting proper approvals. There are issues
related to code, permits, ADA and more. Portable walls are better; although
they cost more at first, the cost is recouped because of their flexibility. Also,
no permits are needed for portable walls. Ms. Ross asked that the Board
adopt a resolution stating the process departments are to follow when they
desire these types of changes.
In regard to the County's phone system, an upgrade has been budgeted to go
to an I.P. system, since the County's current system is obsolete and the
vendor will no longer support it. Mike Maier suggested that someone from
the state or local cities come to a meeting to describe how the I.P. system has
worked for them.
2. Update of Recent Trip.
Commissioner DeWolf will provide an overview at the next Administrative
Liaison.
3. Other Items.
None were offered.
