WHEREAS, attached is an e-mail from the Deschutes County Health Department requesting a
transfer of appropriations, and
WHEREAS it is necessary to transfer appropriations within the Deschutes County Budget to
accommodate the request; now therefore,

below). The new position would be a Program Development Specialist, 22A, .5 FTE. The total costs for the
remainder of the year would be $24,551 (see worksheet).

Tamara, would you please process an appropriation request for a .5 FTE 22A Program Development
Specialist. This would be an entirely new position funded from our current department funds.
Previously, I had sought approval to increase the vacant tobacco prevention coordinator from .6 FTE to .9 FTE
and add additional chronic disease work to the enhanced position. Following the recent interviews for this
same position I heard strong and consistence feedback from the tobacco prevention community that they did
not wish to see an enhanced position that focus on issues other than tobacco prevention. In order to honor
that request I would like to return the tobacco portion of this work back to a .6 FTE as it was originally
budgeted.
In order to cover the immense amount of work we are doing in the other chronic disease areas I very much
need to add staffing capacity to do so. For that reason I seek approval to hire a .5 FTE position as described
at the top of this page. If we transfer the .3 FTE already approved for the enhanced tobacco position, we
would simply need to add another .2FTE to cover the full .5 FTE request. Currently, we are paying "to the
trust fund" for benefits for our health officer, but are no longer actually covering his benefit cost. This was
budgeted at .7 FTE, which then, more than covers the benefit part of the cost of this new .5 FTE position. I
have reviewed our budget and the additional marginal cost with Tamara and believe the new position is a wise
investment that we should be able to sustain for the foreseeable future.
