MINUTES OF SPECIAL MEETING
DESCHUTES COUNTY BOARD OF COMMISSIONERS
WEDNESDAY, AUGUST 3, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tom De Wolf was out of the office. Also present were Tom Anderson, Laurie
Furlong and Lynn Olson, Community Development; and Laurie Craghead, Legal
Counsel. No representatives of the media were present.
The meeting began at 8:45 a.m. and followed an executive session that had been
called under ORS 192.660(1) (h), pending or threatened litigation.
In regard to Delilah Starr's illegal use of her property, Tom Anderson stated that
Ms. Starr has been cited numerous times and has been in court before different
judges many times. The lien against her property could be in excess of the value of
the property.
Commissioner Luke pointed out that her improper disposal of garbage and waste is
a possible hazard to others, and she has had numerous opportunities to comply.
There appears to be no choice but to move forward with foreclosure if the final
settlement conference does not bring results.
LUKE: Move that a settlement be offered, with thirty days allowed to remove
her belongings; and the County will fill in the well and privies and
remove any remaining structures. The $90,000 lien is to be reduced to
cover the cost of cleanup, including the cost of handling the animals.
DALY: Second.

Ms. Craghead indicted this case wouldstay on the trial docket in the event Ms.
Starr doesn't act, even if she agrees to the settlement.
Being no further discussion, the meeting adjourned at 9:10 a.m.
