Daly and Dennis R. Luke; Commissioner Tom De Wolf was out of the office. Also present were Mike Maier, County Administrator; Susan Ross, David Givans and Anna Johnson, Commissioners' Office; Joe Studer, County Forester; and Tom Blust, Road Department. Also present for a portion of the meeting were Ernie Mazorol, Courts; Joe Sadony, City of Redmond; Jamie Kanski of the Humane Society of Redmond; Jeff Rola, Deschutes Soil & Water; Leslie Weldon, Supervisor of the Deschutes National Forest; and Dan Torrance, Manager of Redmond Air; along with Molly Graham of News Channel 21 and three other citizens. The meeting began at 1: 30 p. m. 1. A Presentation regarding Fire Readiness. Joe Stutler gave a brief overview of the services provided by the Air Center. Dan Torrance noted that this fire season has been quieter than usual so far. He then presented the Commissioners with Air Center fire gear. Leslie Weldon said she and Commissioner Luke have begun discussing the area near Knott Road and Highway 97, including Lost Tracks Country Club, which is outside of the urban growth boundary. A discussion took place regarding parking along the highway at Devil's Lake. A report will be made to the Board about the potential parking and pedestrian hazards in the area. Anna Johnson advised that the cost of having professional photographs taken of County buildings is approximately $2,000. Minutes of Administrative Liaison Tuesday, July 26, 2005 Page 1 of 3 Pages 2. Discussion regarding La Pine Senior Center. No update was ready at this time. 3. Discussion of Other Projects. Susan Ross said that the District Attorney is moving back to the third floor of the Courthouse building, and work is beginning on the first floor. 4. Discussion of Phone System. Ms. Ross advised the Board that it is going to be necessary for the County to install a new phone system, as the old system no longer has support or parts. Industry standard is now the IP system, which is already installed in the Courts and the cities of Bend and Redmond. The cost will be about $500,000. $50,000 is needed for the core system in the La Pine South County Center, and $25,000 is needed for the Fairgrounds. Other buildings can be phased in. Further information will be provided to the Board in the near future. 5. Economic Development Grant Request — Sunriver Music Festival. Commissioner DeWolf Hs indicated he would provide $5,000 from his economic development grant funds. 6. Discussion regarding Audit Peer Review Team Visit. David Givans gave an overview of the program. The County is to pay the visiting auditors' travel expenses. 7. Discussion regarding Millican Road Fence Construction Costs. Mike Daly said that there are additional circumstances regarding the fence construction along Millican Road. $13,500 is needed to complete the east side; the materials are already purchased. It was determined that Tom Blust will process the necessary paperwork. Minutes of Administrative Liaison Tuesday, July 26, 2005 Page 2 of 3 Pages 8. Update on Agenda Document Processing. Bonnie Baker provided information on how other agencies handle agenda documents, which is similar to how Deschutes County handles them. 9. Other Items. Jamie Kanski discussed modifying a deed restriction so that Suburban Doors, which owns the land adjacent to the Humane Society, can develop its property. An access road is needed to do so, and the City of Redmond will not allow a private road. Suburban Door will buy the easement and assume full responsibility for the road. Mark Pilliod said that the Board needs to decide whether to release the reversionary interest in that portion of the property. Commissioner Daly suggested that an appraisal be done at Suburban Door's expense, as the property is probably worth more than the $25,000 offered. Mike Maier added that the purchaser should be responsible for sewer and water connections, and a stub -in for the Humane Society of Redmond's property for sewer and water.
