MINUTES OF ADMINISTRATIVE LIAISON
DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, AUGUST 29, 2005
Commissioners' Conference Room - Administration Building - 1300 NW Wall St.., Bend
Present were Commissioners Michael M. Daly and Dennis R. Luke; Commissioner
Tom De Wolf was out of the office. Also present were Mike Maier, County
Administrator; Ronda Connor, Personnel; Joe Stutter, County Forester; Mark
Pilliod and Laurie Craghead, Legal Counsel; and Susan Ross, Commissioners'
Office. Also present was Susie Penhollow and two other citizens. No media
representatives were present.
The meeting began at 1: 30 p. m.
1. Discussion of Historical Society.
Susie Penhollow stated that she researched Historical Society records and
there is a provision for the County to help with public relations work.
Commissioner Luke said that it would be hard for Anna Johnson to do the
work on County time and he does not know if she would be willing to do the
work on her own time. He will ask her when she is back in the office.
Ms. Penhollow stated that the agreement also indicates the County will
provide liability insurance coverage for the Historical Society Board of
Directors. She will discuss this further with Mike Maier.
2. Project Update.
Susan Ross said the Seventh Day Adventist Church in Redmond would like the
County to remove a reversionary clause that was recorded in 1934. They would
like to sell the property as they are losing part of the street to road widening.
Commissioner Luke asked that she find out why the reversionary clause was
established in the first place.

Ms. Ross stated that an adjacent property owner wants to purchase unbuildable
County land located off Sizemore and Second. The value is $1,064 and the
person will pay $5,000. Commissioner Luke said that an ad should be run in
the paper first; if there is no response, it would be okay to sell it.
Commissioner Luke indicated that the building where State Farm Insurance
Company was located along with the Oregon State Police is now empty. The
owner wants $1 million for the property, which consists of a couple of acres.
He suggested that landfill reserve funds be used to purchase it, and it can be
leased out until it is needed for County purposes. Realtor Steve Scott will
check on the status.
Susan Ross explained that a woman willed property to St. Vincent de Paul years
ago, and they subsequently sold it to an individual. However, it has been
foreclosed on by the County due to nonpayment of taxes as the tax statements
had been going to the former owner, who is now deceased. The new owner
would like to redeem it for taxes plus interest.
Commissioner Daly asked that due diligence be taken regarding ownership of
the property. This will be discussed at a future meeting.
Ms. Ross presented a lease agreement for land in the industrial park.

Economic Development Grant Requests:
• It was decided that the Arts Central, the COCC Diversity Conference and the
Deschutes Basin requests would be addressed at a later date.
• The request from COCOA/RSVP was declined.
The request from the Sisters Chamber of Commerce was declined;
Commissioner Luke indicated that COVA should handle it.

Commissioner Daly approved the grant request from the Humane Society of
Redmond in the amount of $2,500. He disclosed that his wife is on their
Board of Directors.
3. Discussion of Grants for Wildfire Issues.
Joe Studer said a grant application for $40,000 for Project Wildfire is to be
submitted; it would replace existing funds. There are no obligations tied to the
grant.
LUKE: Move approval, subject to Legal review.
DALY: Second.

Mr. Stutler stated that a grant in the amount of $12,500 has been received for
Project Wildfire from the Oregon Department of Fish and Wildlife.
Mr. Studer suggested that a letter be sent to the State Parks Division regarding
hazard reduction in La Pine State Park. The recent fire there could have been
much worse, and a hazard reduction program needs to be put into place.
4. Other Items.
Mark Pilliod stated that in regard to one of the Cyrus Measure 37 claims, there
are exhibits that need to be replaced.
LUKE: Move that Legal Counsel work with the Cyrus' attorney to obtain the
proper exhibits.
DALY: Second.
