Daly, Dennis R. Luke and Tom DeWolf. Also present were Mike Maier, County Administrator; Mark Pilliod, Legal Counsel; and Marla Rae, Consultant. No representatives of the media or other citizens were present. The meeting was called to discuss the County Administrator position description and a proposed draft of an ordinance for this position. Chair De Wolf opened the meeting at 1:30 p.m. Ms. Rae gave an overview of her previous report and emphasized the aspects that were, in her opinion, key to the position. (A copy of her written comments is attached as Exhibit A) The group discussed how to publicize the position and whether to hire a "headhunter" and someone to assist with the screening process. Commissioner Daly expressed concern about turning over a great deal of responsibilities to a new person. Mr. Maier pointed out that the new Administrator will need to know he or she has some authority. Commissioner Luke added that guidance would be provided to the new person, and that adequate time is available now to do a proper recruitment and screening process. LUKE: Move the title be "County Administrator" instead of "Director of Administrative Services". DEWOLF: Second. Ms. Rae stated that a range is needed for recruitment purposes. Commissioner Daly said he does not like the idea of the contract containing language regarding severance pay. Commissioner Luke asked that information be gathered, perhaps from the Hay Group, indicating what other counties offer. The plan is for a fall and winter recruitment, a January or February selection, and a spring start date. Mark Pilliod was directed to prepare an ordinance as soon as possible detailing the role of the County Administrator. He will also gather sample contracts for the Board to review. Luke, Cofnmissioner Minutes of Special Meeting Tuesday, September 27, 2005 Page 2 of 2 Pages DRAFT County Administrator Position Description Direct and coordinate the overall management of county government in accordance with policies set by the Board of County Commissioners and applicable statutes. 2. Provide the proper administration of all ordinances, orders and resolutions of the Board, all contracts entered into by the county, and provide for the enforcement of all policies, rules, procedures, orders and regulations duly adopted by the Board. 3. Select, appoint, supervise, discipline or dismiss all heads of departments, except elective officers and their appointed personnel, in accordance with federal and state laws and guidelines, applicable contracts and policies adopted by the Board; advise the Board of the cause and process used in such action. 4. Coordinate the work of all offices, departments and agencies, both A ctiy —arA ,a— — e—, and devise ways and means whereby efficiency and economy may be secured in the operation of all offices, departments and agencies. 5. Prepare and submit to the Board and budget committee an annual budget and a long range capital improvement and expenditure program, along with a financial plan for raising revenue, covering a period of not less than the five ensuing years, and administer the provisions of the budget as adopted by the Board. 6. Direct the use, maintenance and custody of all county property, building, works and improvements according to policies promulgated by the Board. 7. Consistent with any applicable collective bargaining agreement, make temporary transfers of employees from one office or department to another when the workload requires such action. 8. Perform related and such duties and special assignments as assigned by the Board of County Commissioners.
